The purpose of this synopsis is to seek interest and capabilities of Small Business, Small Disadvantaged Small Business, SBA Section 8(a) participant, Service-Disabled Veteran-Owned Small Business, Women Owned Small Business, HUB Zone Business general contractors who have the capability, financial resources, satisfactory performance and bonding capacity to perform on a construction project with a magnitude between $500,000.00 and $1,000,000.00 on McEntire Joint National Guard Base, Eastover SC. In the event adequate small business contractors are not available for competition for this project, it will be advertised as unrestricted. The South Carolina Air National Guard anticipates the solicitation and award of a contract to repair the roofing system for multiple facilities on base and sealing the exterior facility envelope. A detailed list of requirements for each affected facility will be provided with a detailed Statement of Work at the release of the solicitation. The successful contractor will be responsible for the repair of all leaking areas, using a combination of the latest roofing industry practices/standards for application of Bayer Material Science Spray Polyurethane Foam (SPF) roofing system; installation of TPO membrane roofing systems; and replacement of Translucent & Corrugated Metal Panels; and a minimum industry standard 10 year warranty period. All interested Small Business concerns will provide this office in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 5PM Eastern Standard Time on August 3, 2021. The small business size standard is $16.5 million average annual revenue for the previous three years to be classified as a small business. Your attention is directed to FAR CLAUSE 52.219-14(c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract, in the case of a contract for general construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project if set aside for small business. Contractors should provide information regarding their plan and resources available to provide the indicated 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Attach information, not to exceed three typewritten pages, that must include a (1) positive statement of intent to bid as a prime contractor and (2) a completed and signed Sources Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry.
