Bidders conference : Bidders will first meet at Bernardo School, 1122 Mountain Height Drive, Escondido, CA 92029, then go to Reidy Creek School, 2869 North Broadway, Escondido, CA 92026, then go to Lincoln School, 1029 N. Broadway, Escondido CA 92026, and will end at ConwaySchool, 1325 Conway Drive,Escondido, CA 92027. Please notify Julie Collins at jcollins@eusd.org to confirm attendance at the bidders' conference. CUPCCAA Registration: Pursuant to Public Contract Code Section 20111.5, only pre-registered contractors will be eligible to submit a bid for this project. Any bid submitted by a contractor who is not pre-registered shall be non-responsive and returned unopened. Contractors can register electronically Bids must be submitted on the District's Bid Forms. Each bid must conform and be responsive to the bid documents. Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted total bid price. Each bid shall also be accompanied by the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. The successful bidder will be required to furnish the District with a Performance Bond and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone by the District. This Project is a public works project and is subject to the payment of prevailing wages. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are available to the public and at the District office. The successful bidder and all subcontractor(s) under him/her shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. Each Bidder submitting a bid must be a Department of Industrial Relations registered contractor pursuant to Labor Code section 1725.5 ("DIR Registered Contractor"), unless an exception expressly provided in the Labor Code applies. This project is subject to compliance monitoring and enforcement by DIR. A Bidder who is not a DIR Registered Contractor when submitting a proposal for the work will be initially rejected as the District may not accept any bid proposal that does not satisfy the requirements of Labor Code section 1725.5, and may not enter into any contract for the completion of a public works project with a bidder that is not a DIR Registered Contractor pursuant to Labor Code section 1725.5(e). Pursuant to Labor Code section 1725.5, all subcontractors identified in a Bidder's Subcontractor List shall also be DIR Registered Contractors. If awarded the Contract, at all times during performance of the work, the Bidder and all Subcontractors of any tier shall be DIR Registered Contractors and continue to comply with all DIR requirements. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code. This project requires an "A" General Engineering Contractor or a "B" General Building Contractor license. This Project does not have a participation goal for Disabled Veteran Business Enterprises (“DVBE”) of at least three percent (3%) of the overall dollar amount of state funds allocated to the District pursuant to the Leroy F. Greene School Facilities Act of 1998, and expended each year by the District, in accordance with Education Code section 17076.11. The work shall be commenced on the date stated in the District's Notice to Proceed. The work shall be completed within one hundred and ten (110) consecutive calendar days The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
