Type of Award Lump Sum Q&A Deadline 08/05/2021 5:00 PM 1. The City of Encinitas is inviting proposals from qualified professional service and staffing firms for as-needed Civil Engineering and/or Project Management designated staff that would supplement onsite and virtual City engineering and project management staff with dedicated personnel. The City desires to engage one or more firms to provide staffing services in one or both of the following two discipline categories: Category 1: Civil Engineering Category 2: Project Management 2. The general duties of the selected firm(s) will be to provide as-needed / on-call professional services for Infrastructure and Sustainability projects and other staffing needs. 3. Contract task orders will be issued for a dedicated consultant staff person. Task orders could be for long term assignments. 4. The term of the professional services agreements will be for twelve (12) months with three (3) one year optional extensions. The total initial twelve-month agreement amount is estimated to be a maximum of $250,000 per year per agreement. The scope of work will vary and will be requested on a task order basis as the need arises. 5. The City may select firms to only provide Civil Engineering services, to only provide Project Management services, or to provide both types of services specified. 6. The City may conduct separate selection processes and issue separate professional services agreements for each discipline category. The Respondent may propose to be considered for selection for either or both of the discipline categories. The Respondent must submit separate submittals, as described herein, for each discipline category for which the Respondent wishes to be considered. The City may choose to issue professional services agreements to firms in more than one discipline category. 7. Service requests on an as-needed/on-call basis shall be undertaken only upon issuance of a Task Authorization by the City for said services. 8. Special certifications required and/or preferred. The Respondent's key staff with respect to Category 1 must be registered in the State of California as Professional Engineers. Proof of certification shall be required at the time of Task Order and is not necessary for response to this RFQ. The method of contractor selection has not been determined at this time.
