The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is anticipating awarding a Cemetery Improvement project at the Riverside National Cemetery. A pre-solicitation notice (36C78621B0013) was issued on 07/01/2021 and the Government anticipates the solicitation to be publish mid-August. The project s construction of magnitude (IAW VAAR 836.204 (f) (1) Disclosure of the magnitude of construction projects) is between $2,000,000 and $5,000,000. NCA is conducting a market research to see if there are interested SDVOSB vendors that can acquire the bonding and insurance to complete this project. Attached is the detailed scope of work for review and consideration. Drawings and Specification will be issued once the sources sought is complete and the official solicitation post. Due to the current fluctuations with commercial shipping, material shortages and travel restrictions due COVID-19, NCA has decided to issue a Sources Sought notice on Beta.Sam to see if there are SDVOSB vendors who are able to complete this work. This project also has an unique complexity to it. This project will require draining of water and reline lakes and ponds, demolition of wastewater treatment plant that consist of a lot concrete and rebar, and the replacement pump stations at the site. If the responses from the sources sought indicates that the Rule of 2 IAW 19.502-2 (Total small business set-asides) cannot be met the Government will solicit as full an open competition to include all social economic categories to include large businesses. A tiered evaluation is not permissible under FAR PART 14 sealed bidding. However, all social economic categories are still encouraged to submit a bid. Evaluations will be based on lowest price only.
