The purpose of amendment 1 is to 1. Change the proposal due date from 4 March 2022 at 4:30 PM CST to 9 March 2022 at 10:00 AM CST. 2. Change the site visit from 25 February 2022 at 10:00 AM CST to 1 March 2022 at 7:30 AM CST. 3. Change the submission of question date from 28 February 2022 at 4:30 PM CST to 3 March 2022 at 4:30 PM CST. The work covered by this project consists of the contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals and of performing all operations in connection with the runway rubber removal and airfield markings. All work will be performed at Dyess AFB, Texas - complete and in strict accordance with the plans and specifications. Work will be released to contractor in work packages via individual task orders.The government reserves the right to utilize in house forces to accomplish work on base pavements. Submit quotes electronically to the POC emails identified below. All electronic submissions shall reference the complete solicitation number in the subject line. LATE QUOTES WILL NOT BE ACCEPTED. For all technical and contractual questions and comments, please contact SSgt Germain Duarte via email at germain.duarte.1@us.af.mil and SSgt Yeongsoo Jeon at yeongsoo.jeon.2@us.af.mil. * The offeror is not required to use Page 2 of this RFQ; however, if you chose not to use it, all of the information on Page 2 must be included in your offer. Contractors are cautioned that all communications are to be channeled through the Contracting Officer. Any questions whether technical or contractual in nature shall be submitted in writing. Questions and Answers may be submitted in writing to the Contract Specialist (CS), SSgt Yeongsoo Jeon at yeongsoo.jeon.2@us.af.mil and the Contracting Officer (CO), Germain Duarte at germain.duarte.1@us.af.mil by 4:30PM CST, 28 Feb 2022. Questions will be consolidated and responses will be forwarded to all Contractors. No further questions will be addressed on this project after this date. Contractors shall address any assumptions and proposed exceptions to the Contracting Officer (CO) in their quote. SITE VISIT: An optional site visit is scheduled for 25 Feb 2022 at 10:00 AM CST. Offerors will meet at the Visitor Control Center located at the Dyess AFB museum. EVALUATION OF OFFERS: The evaluation for this acquisition will be solely based on lowest price of items that are found to be technically acceptable. By signing its offer, the offeror certifies that each price stated on each CLIN includes an appropriate apportionment of all costs, direct and indirect, all state and local taxes, overhead, and profit. II. QUOTE PREPARATION AND EVALUATION INFORMATION Quote Preparation Instruction: The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the Offeror's quote. To assure timely and equitable evaluation of quotes, Offerors must follow the instructions contained herein. Offerors shall provide a detailed course of action and work plan describing the following tasks: provide rubber removal and airfield markings as shown in the attached project drawings. The work plan shall follow all the requirements specified in the contract specifications and drawings, coordination for runway closure, phasing plan, material submittals, and testing; it shall include a list of all equipment proposed to be used to accomplish all required tasks and the quantities that apply for each per the scope of work. Offerors shall include references to the contract specifications and drawings. Ensure schedule complies with runway working conditions. Performance period for this work is 210 days. Runway closures are limited to weekends when aircraft operations are minimal and only with prior coordination with the airfield manager. Quotes must be complete, self-sufficient, and respond directly to the requirement of this solicitation. Quotes shall be sent to SSgt Yeongsoo Jeon (yeongsoo. jeon.2@us.af.mil) and courtesy copy SSgt Germain Duarte (germain.duarte.1@us.af.mil). Scope of Work: 1- Perform rubber removal as indicated in attached drawings C1 through C3 and per specifications at runways 16/34 and 164/344. Two rubber removals are required for runway 16/34 and one for runway 164/344. 2- Paint airfield markings as indicated in attached drawings C1 through C3 following contract specifications.
