Site work and paving for a mixed-use development in Camarillo, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project to be constructed consists of: Asphalt concrete point repairs, curb ramps, sidewalk, curb and gutter, cross gutter, spandrel, weed spraying, crack sealing, Asphalt Rubber Aggregate Membrane (ARAM), slurry seal, utility adjusting, traffic control, striping and related work. Bidder's and their representatives will be required to comply with the City's social distancing requirements, as ordered by the Ventura County Public Health Officer, anytime they come to a City Facility including, but not limited to, when the bid is delivered and at the time of the bid opening. Plans and special provisions are based on the use of the Standard Specifications for Public Works Construction, 2018 edition, written and promulgated by Public Works Standards, Inc. and all supplements thereto. Bid Bond: Bids, accompanied by a cash deposit or a certified check or a bid bond payable to the City of Camarillo in the amount of ten percent (10%) of the total amount of the bid, must be in the hands of the City Clerk, 601 Carmen Drive, Camarillo, California, prior to the hour advertised for the opening of bids. All bids will be opened at the noticed hour. Required Contractor's License(s): Under Business & Professions Code section 7028.15 (e), a bid submitted to the City must be by a licensed contractor in accordance with Division 3, Chapter 9 of the Business & Professions Code unless one of the exceptions in Section 7028.15 applies. Under Public Contract Code section 3300, the bidder must possess at the time a contract is awarded all classifications of contractor's licenses required by the City. For this project, the City requires that the bidder possess a valid Class A contractor's license. Under Public Contract Code section 20103.5, failure of a bidder to be properly licensed at the time of the award of the contract will constitute a failure to execute the contract and will result in a forfeiture of the security of the bidder. If this Notice indicates that this project is a federally-funded project and the Bid Proposal is for more than $100,000, the bidder and each of its subcontractors must submit signed copies of the Federal Certificate for Contracts, Grants, Loans and Cooperative Agreements. Any contract entered into pursuant to this Notice will incorporate the applicable provisions of the California Labor Code. The successful bidder must comply with all prevailing wage laws applicable to the project, and related requirements contained in the contract documents. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the contract, as determined by Director of the State of California Department of Industrial Relations, are on file at the City, and may be obtained from the DIR. Upon request, City will make available copies to any interested party. Also, the successful bidder must post the applicable prevailing wage rates at the work site. This project is subject to prevailing wage compliance monitoring and enforcement by the Department of Industrial Relations. (Labor Code 1771.4.). Each contractor and subcontractor must keep an accurate payroll record, showing the name, address, social security number, work classification, straight time and overtime hours worked each day and week, and actual per diem wages paid to each journeyman, apprentice, worker, or other employee employed by the contractor or subcontractor in connection with the public work. These records must be certified and made available by the contractor as required by Labor Code section 1776. In the case of state-funded public works projects, certified payroll reports must be provided to City on a weekly basis. In the case of federally-funded public works project and in accordance with 29 C. F. R. 5.5(a)(3), the contractor will be required to submit weekly payroll reports and compliance statements for this project. The City Council reserves the right to reject any or all bids, waive any irregularities in the bids, and to make an award or any rejection in what it alone considers to be in the best interest of the City.
