The bid opening for the Rocking Horse Community Health Center New Medical Drive-Through project was held on Thursday, September 2, 2021. The following bids were read: Bidder Base Bid Arcon Builders $ 430,000 Link Construction Group $ 398,719 Estimate: Base Bid $302,373 Further move to reject all bids due to being 10% over the estimate. _____________________________________________________________________ As of 9/21/2021 All Bids for the Rocking Horse Community Health Center project were rejected by Clark County Commissioners as the lowest bid was more than 10% over the engineers estimate. We are in the process of revising the Bid Documents and anticipate advertising the Re-Bid on September 23rd. New Medical Drive-thru for Rocking Horse Community Health Center All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, materials, services, and labor in the implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. Bids shall be clearly marked on the outside of the envelope in the lower left- hand corner as "New Medical Drive Thru Project". The name and address of the bidder must also appear on the outside of the envelope. Each bid must be accompanied by a bid guaranty in accordance with the Instructions to Bidders. FAILURE TO SUBMIT A PROPER BID GUARANTEE WILL AUTOMATICALLY INVALIDATE THE BID. Successful bidder will be required to post an acceptable Performance Bond in accordance with the Instructions to Bidders. If successful bidder fails to enter into a proper contract or defaults in any portion of his bid, the bid guarantee shall be forfeited as liquidated damages. Bid guaranties of unsuccessful bidders will be returned following award of bid. The successful bidder will be required to pay not less than the minimum wage rates established by the Davis-Bacon Act Prevailing Wages in accordance with all provisions of the Prevailing Wage Act of the U.S. Department of Labor and related requirements. The apparent successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed, or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests, a copy of which are included in the bid documents. THE BOARD OF COUNTY COMMISSIONERS OF CLARK COUNTY, OHIO RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS The total estimated construction cost for the base bid Work for the Project is $420,000.00. Lump sum bids will be received for the following scopes of work and as further described in the Contract Documents: (1) General Trades, which includes Gaseous Suppression, Plumbing, HVAC, and Electrical Trades.
