The City of Headland (Owner) is requesting Bids for the construction of the following Project: RADIO READ METERS Poly Project Bids for the construction of the Project will be received at the Headland Council Chambers located at 9 Park Street, Headland, Alabama 36345. The Project includes the following Work: labor, materials, equipment, supplies, and miscellaneous work items required to install Radio Read Meters on all water services to include associated appurtenances within the City of Headland's Water System. Bids are requested for the following Contract: RADIO READ METERS CITY OF HEADLAND Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Make deposit checks for Bidding Documents payable to Poly, Inc. No Bidding Documents will be issued within 72 hours of the scheduled date and time of the Bid Opening. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or Bid will not be received or considered by the Owner. The Bidder shall show evidence by clearly displaying its current license number on the outside of the sealed envelope in which the Bid is delivered. The Owner reserves the right to reject any and all Bids and to waive technical errors if, in the Owner's judgment, the best interest of the Owner will thereby be promoted. Instructions to Bidders For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimis, Minor Components, Pig Iron and Direct Reduced Iron The Work will be substantially complete within 90 days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 135 days after the date when the Contract Times commence to run Warranty Bond, Note 1. RD does not require a Warranty Bond, and RD will not accept a Warranty Bond in place of a Performance and Payment Bond. The decision to include a Warranty Bond is made by the Owner and their counsel.
