Bids shall be endorsed on the outside of the envelope with the name and address "BID PROPOSAL FOR CONTRACT 2021-2 RESURFACING OF LOCUST AVENUE". Each proposal must be accompanied by a certified check, cashier's check, or a bid bond equal to ten percent (10%) of the full amount of the bid, not to exceed $20,000.00 and made payable to the Borough of Garwood as a Proposal Guaranty. Bidders are required to comply with the requirements of NJSA 10:5-31 et. seq. and NJAC 17:27. The Borough of Garwood hereby reserves the right to reject any and all bids and to award the contract to any bidder whose proposal, in the Borough's judgement, best serves its interest. Bids shall be in accordance with plans and specifications prepared by the Borough Engineer. Proposal blanks, Specifications and Instructions to Bidders may be obtained at the office of the Borough Engineer at M. Disko Associates, 151 Sumner Avenue, 2nd Floor, Kenilworth, N.
