This is a total small business set aside under NAICS Code 237130 which has a size standard of $39.5 Million. The solicitation and resulting award will be conducted in accordance with FAR 15 and 36. The solicitation point of contact is Lisa Laughbon 801-524-3732 llaughbon@usbr.gov Legacy Doc #: BOR Period of Performance: 10/14/2022 to 12/02/2024 FOREWORD Work is located at the Flaming Gorge Powerplant approximately 32 miles downstream from the UtahWyoming border on the Green River and at the Fontenelle Powerplant 24 miles southeast of La Barge, Wyoming. Primary work at Flaming Gorge includes station service replacement of DRA switchgear and relays 27A, 27B, 51T, and 25; relocate new relays to the switchgear; install differential relays around transformers KR1B and KR2B; add auto-start to engine generator; replace control panel skin at the control board; DRA switchgear breakers with remote racking; installation of main-tie-main control equipment; installation of temporary power equipment and feeders to 480V loads while switchgear is being replaced; and testing and replacement of 480V feeder cables based on test results. Primary work at Fontenelle includes station service replacement of D1A switchboard and relays 127B, 127L, 151G, 51ST, and 87T; installation of CTs for differential relay around transformer KSB; add auto-start to engine generator; replace control panel skin at the control board; installation of temporary power equipment to 480V and 208/120V loads while switchboard is being replaced; and testing and replacement of 480V feeder cables based on test results. These projects include coordinating the work based on scheduled generation outages and other operational requirements. FOR INFORMATION REGARDING BUREAU OF RECLAMATION'S PUBLICATION "RECLAMATION SAFETY AND HEALTH STANDARDS" (2009 EDITION) WHICH IS APPLICABLE TO WORK UNDER THIS CONTRACT, SEE CLAUSE AT "WBR 1452.223- 81 SAFETY AND HEALTH." PRICE SCHEDULES Offers will be considered for award on the following Price Schedules, but no offer will be considered for award on only a part of the Price Schedules. Offerors shall complete Price Schedules A, B, C and D. Offers for less than the total of Schedules A, B, C, and D will be considered nonresponsive and will not be evaluated for award. Offers will be evaluated based on the total of Price Schedules A, B, C, and D. The Government will award Price Schedules A and B, and may award Price Schedules C and D. Offers are subject to the terms and conditions of this solicitation. The Contractor shall provide performance and payment bonds (see FAR 52.228-15, Performance and Payment bonds - Construction, included by reference in Section I) within 15 days of notice of award. Upon receipt and review of the executed bonds, the Contracting office shall issue the notice to proceed. The Contractor shall be required to (a) commence work under this contract within Three (3) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use no later than December 1,2024 the time stated for completion shall include final cleanup of the premises. The completion date is based on the assumption that the successful offeror will receive the notice to proceed by October 14, 2022 The completion date will be extended by the number of calendar days after the above date that the Contractor receives the notice to proceed, except to the extent that the delay in issuance of the notice to proceed results from the failure of the Contractor to execute the contract and give the required performance and payment bonds within the time specified in the offer. Site Visit (Construction) Alternate I February 1995 (a)The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b)An organized site visit has been scheduled for: 2 Days July 13th, 1000, Hours local time. Participants will meet at: Flaming Gorge Visitor Center July 14th, 1100, hours local time Particiapnt will meet at Comp Fontenelle Wyoming. Parties planning to attend the site visit must send the company name and name of attendee(s), in writing, to Lisa Laughbon (llaughbon@usbr.gov) by July 8th 2022 Government issued ID and Personal Protect equipment is required to attend the site visit. The site visit will be limited to 2 people per contractor. The Offeror may submit any questions with regard to this report by email to NDAA1290Cert@state.gov. To the extent feasible, the Department of State will respond to such email inquiries within 3 business days. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
