The work consists of upgrades of unit substation, uninterruptible power supply, ductbank, cable, fiber optic cable; furnishing and installing maintenance shop equipment, installing Metropolitan-furnished equipment; rehabilitation of a blast booth; and refurbishment of a vertical turning lathe; asbestos and lead abatement; and other appurtenant work as specified and shown on the drawings. License Requirements A Bid Valid 90 days Estimated Bid Value $11,000,000 to $13,000,000 Project Duration 360 Days License Requirements A Liquidated Damages Apply Prevailing Wage Required For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. The bidder shall have a California contractor license, classification "A" at the time of submitting the bid. In addition, the entity performing asbestos abatement shall be either the prime contractor with a California Contractors State License Board issued ASB certification or a subcontractor with a C-22 license. A subcontractor having a different "C" license may perform abatement work if it possesses an ASB certification and the abatement work is associated with said "C" license. The entity performing vertical turning lathe refurbishment shall have experience in the refurbishment of vertical turning lathes and shall show proof of experience by listing in Document 00421, Supplementary Bidder's Information, at least 5 projects the entity has completed within the last 15 years, of the same type and complexity as in this contract. The bidder shall complete all information required in Document 00421, and include the entity on Document 00430, Subcontractor List, if the work is to be performed by a subcontractor and the amount is more than 1/2 of 1 percent of the total bid price. Metropolitan has adopted a policy encouraging the participation of Small Business Enterprise and Disabled Veteran Business Enterprise (SBE/DVBE) firms in its contracts. For this project, Metropolitan requires small and/or disabled veteran business participation of at least 25 percent of the total bid. Failure to meet this percentage will cause Metropolitan to reject the bid as non-responsive. SBE/DVBE participation will be determined by the total value of all contracts entered into with SBEs and DVBEs for this project. The successful bidder and his or her agents, employees, and subcontractors shall comply with provisions of the California Labor Code, including those relating to payment of prevailing rates of wages. The bidder and his or her subcontractors must be registered with the Department of Industrial Relations and qualified to perform public work pursuant to Labor Code Section 1725.5. Metropolitan will not accept any bid without proof of current registration to perform public work pursuant to Section 1725.5. The successful bidder will be permitted to substitute securities for money that would otherwise be withheld by Metropolitan as provided in California Public Contract Code 22300. N-14 The project includes work on or near a chlorine facility subject to Title 8, California Code of Regulations, 5189, "Process Safety Management of Acutely Hazardous Materials." Firms that have a business relationship such as partner, affiliate and subsidiary with Richard Brady and Associates Inc., P2S Inc., SEEStudio, Inc., or Tebal Pty Ltd T/A Advanced Design Concepts who designed this project, in whole or in part, are prohibited from bidding on this job due to potential conflicts of interest, appearances of favoritism, and the need to ensure a fair and transparent competitive bidding process. *The value for this project is based on a financial range.
