A master plan of improvements was developed and reviewed with the Mayor and Council in September 2017 and determined immediate and longterm needs for the museum. Improve facility based on strategic plan to make the facility more family oriented as follows: FY23: New Restrooms ($260,000 - $135,000 in awarded Program Open Space funds and $125,000 in City matching funds) FY24: Renovate locomotive ($300,000); build new cover pavilion ($460,000 - $396,000, awarded Maryland Transportation Alternatives Program Grant along with $64,000 in City matching funds). Youth oriented items, hands-on activities, signage and new programs ($50,000 - $45,000 Program Open Space funds and $5,000 General Fund). FY25: Youth oriented items, hands on activities, signage, and new programs ($50,000). FY26: New Roof on Museum ($10,000); miscellaneous improvements ($5,000). This project is included in the city's 2023-2027 Capital Improvement Plan (CIP). As of July 21, 2025, this project is on hold.
