This Negotiated Request for Proposal is an invitation by Vancouver Community College to prospective Construction Management firms to submit a proposal for the provision of Construction Management At-Risk Services for the design, construction and occupancy of a new Centre for Clean Energy and Automotive Innovation Building, a project in the planning phase. The proposed building is envisioned as an eight-storey 22,410 m2 (241,222 ft2), LEED Gold, Step Code 4, energy efficient facility. It will be an interdisciplinary hub through co-location of currently dispersed programs which will allow the School of Trades, Technology and Design to establish a strong sense of place and an identity at the College. It will be a home for its students, staff, faculty, and industry partners, and provide exceptional opportunities for interdisciplinary learning, collaboration, optimizing academic and operational efficiencies. Automotive Innovation space requirements include gantry cranes, automotive bays, heavy duty vehicle bays, shop space, service area and counter, chemical storage, washrooms and lockers, and cohort huddle spaces. Creative Learning space requirements include labs with bench tops, maker space, breakout rooms and visual display area. Student Experience space is comprised of the Registrar's Office, Student Counselling, Financial Aid amongst others, and requires a mix of private offices, open workstations, waiting area. Related space includes Student Union space and student wellness amenities (multi-faith prayer room, ablution room, etc.). Library and Learning Centre space comprised of book collection, DVD and CD collections, tutoring pods, quiet study space, computer labs, small meeting rooms, learning commons space plus library administration. Indigenous Gathering Space is a flexible space with kitchenette. It is where staff can provide "onestop" services to assist Indigenous learners in completing their educational goals and where Indigenous Elders are available to provide support and education to students through celebrations and cultural workshops that include a wide range of traditional practices such as drum and rattle making, cedar bark weaving, smudging, and regular sharing circles. Direct access to outdoor space will be a requirement. Administration includes office, meeting and lounge space dedicated to the faculty and staff of the building's programming. The building will also include a number of technology-enabled collaboration/breakout rooms; dry labs (applied research, incubators, and partnerships); and generic instructional classrooms (small, medium, and large).
