All inquiries pertaining to this bid specifications or matters requiring further clarification concerning the content of this document should be directed in writing via email to: Ms. Denise Williams Director of Purchasing RE: RFP # 8133 - ARCHITECTURAL/ENGINEERING SERVICES FOR PARKING DECK E-mail: purchasing@essex.edu The Purchasing Department of Essex County College ("Essex" herein) has issued this Request for Proposal ("RFP" herein) to solicit proposals to provide Architectural Engineering Services for Parking Deck at the West Caldwell Campus. Provide general architectural, engineering, environmental, geo technical and all other necessary professional services needed to design a multi-level parking deck for approximately 330 vehicles with the restroom facility to be used during the public events. (mechanical, electrical, plumbing, fire-alarm) services as requested by the College, including but not limited to: Preliminary Phase o Field verification of existing area o Evaluate type and existing condition of the site. o Meeting with the College's personnel to determine/confirm the capacity of the structure. o Prepare conceptual layout options,. Design Development Phase o Based on the Program developed and field verification, prepare design development drawings of the Deck for College approval. o Prepare floor plans for the new construction. o Prepare scope of design for security (CCTV), communication (all types), and information technology (based on criteria provided by the College). o Submit design development drawings to the College administration and prepare the cost estimate for the proposed construction Construction Documents Phase o Upon approval of design development documents, prepare complete construction drawings for competitive public bidding, obtaining of building permits and all construction proceedings. o Submit substantially completed drawings and specifications to the West Caldwell Township, Building Department for plan/code review. Bidding Phase o Assist College with preparation of bid packages. o Participation in pre-bid 'walk through' meeting. o Issuance of Addendum, response to any contractor's inquiries. o Perform bid evaluation, analysis and issue recommendations for bid award. 4 BID # 8133 Construction Administration Phase o Prepare First Job Conference information package. o Conduct on-site bi-weekly construction coordination meetings, review project schedule and progress observations. o Review contractors schedule of values and construction by trade. o Review and approval of all submittals for compliance. o Review construction on a regular basis to ensure conformance with architectural documents. o Review and approval of all payment applications for conformance with completed work. o Respond to contractors request for information. o Conduct preliminary and final project punch list review and prepare final documents for contractors follow up. o Issue Certificate of Substantial Completion. o Provide final project close-out documents, including final inspection, final payment application, gather and forward maintenance manual, warrantees provided by the contractors. o Issue Certificate of Final Completion The method of Contractor Selection has not been Determined at this time.
