Solicitation no- 21-SEY-02 Work on which proposals are invited includes the removal of concrete curbing and grass, construction of concrete curbing and walkway, milling, overlay, and striping of asphalt parking lot and installation of lighting at Lighthouse Pier parking lot. The maximum time allowable for completion of said project is forty-five (45)calendar days following the CITYS written order to commence (Notice to Proceed). The successful bidder will be required to furnish a 100% Payment and Performance Bond if the bid equals or exceeds $25,000. If the bid is less than $25,000, the City of Biloxi may elect to make a lump sum payment at the completion of the job, in which case a payment and performance bond shall not be required. Proposals must be accompanied by a Proposal Guaranty consisting of a Bid Bond, Cashiers Check or Certified Check in the amount of 5% of the amount of the bid. Such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the accepted Bid and/or execute the Contract and Post Performance and Payment Bond as required within the time specified The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. LIGHTHOUSE PIER PARK SCOPE OF WORK The work shall consist of furnishing all labor, layout, supervision, bonds, insurances, materials, tools and equipment, for performing all operations necessary in conjunction with the modification of the light house parking lot. The parking lot will be expanded in size and some areas will be re-sloped for drainage necessitating the removal of the asphalt and base so the subbase will be lowered allowing the design base and asphalt thickness to be reestablished. Other areas will be milled to facilitate restriping of the existing parking area. Modification of an existing curb inlet at the entrance at highway 90 that is being closed and the addition of a new exit will require temporary lane closures on highway 90. Comply with the MDOT permit. All traffic control signs, devices and Flag Persons shall be in compliance with the Manual on Uniform Traffic Control Devices (MUTCD). All one lane closures shall be coordinated with the Project Engineer and or his Project Representative for coordination with City Public Works, Police and Fire Department personnel. Additional lighting of the area is included in the project. Some work in the MDOT median is also planned as thatentrance is being closed and eliminates the left turn for highway 90 west bound travelers. Again comply with the MDOT permit.
