Site work for a water / sewer project in Yucaipa, California. Completed plans call for site work for a water / sewer project.

The engineer's estimate for this project is between $4,000,000 and $6,000,000. The Work includes the provision of all equipment, labor, and materials necessary to complete the construction of the following, as specified and shown in the Construction Documents: 11,800 Linear Feet of 24" cement mortar lined Ductile Iron Pipe, including various laterals, fire hydrants, valves, connections, and appurtenances. The site of work is located in the City of Calimesa, County of Riverside. COMPLETION OF WORK. All work must be completed within 240 calendar days from date of Award. Certain construction activities must be complete within specific calendar time frames as a result of various funding and/or permit requirements. Specification Section 01014, Work Restrictions clearly defines these calendar restrictions, as do the project permits. The Contractor shall provide services necessary to complete all construction within these areas within the allowable calendar restrictions. OPENING OF PROPOSALS. Proposals will be publicly opened and read aloud at the place and time of receipt stated above. NOTICE TO BIDDERS REGARDING ELECTRONIC DOCUMENTS. The Contract Documents are provided in Adobe PDF format. Prospective bidders shall review the documents using the most current version of Adobe Reader, which may be downloaded for free at www.adobe.com. The District disclaims any use of any other PDF file compatible software or versions of Adobe Reader that are not the most current. In the event of a question or interpretation, the printed copy at the District's office shall take precedence. PROPOSAL GUARANTEE. Each proposal shall be accompanied by a certified or cashier's check or bid bond in the amount of not less than ten (10) percent of the total amount named in the proposal. Said check or bond shall be made payable to the Owner and shall be given as a guarantee that the bidder, if awarded the work, will enter into a contract and will furnish the necessary insurance certificates, faithful performance bond, and labor and material bond, within ten (10) working days after receipt of the contract and/or Notice of Award from the Owner. Each of said bonds to be in the amount of one-hundred (100) percent of the total bid price. In case of refusal or failure to enter into said contract, the check or bid bond, as the case may be, shall be forfeited to the Owner. If the bidder elects to furnish a bid bond as his proposal guarantee, he shall use the bid form found herein, or one conforming substantially to it in form. PERIOD FOR AWARD. A period of sixty (60) calendar days from the time of bid opening to award may be required. No bidder may withdraw his proposal or proposal guarantee for this period. Bidders shall assume full responsibility for their bid price during this period and shall make certain that such delay does not restrict the proposal guarantee. PROJECT FUNDING AND DBE GOOD FAITH EFFORTS. The Project will be funded in whole or in part by the Water Recycling Funding Program through an agreement with the State Water Resources Control Board. Successful bidder shall comply with all requirements contained in the Construction Installment Sale Agreement and Grant (Agreement) pertinent to Contractor's construction work included in Appendix E. Bids must comply with all requirements associated with this funding source, including, but not limited to, USEPA DBE compliance and American Iron and Steel. Bidders shall make good faith efforts to use certified Disadvantaged Business Enterprises (DBE). Good faith efforts to utilize DBEs are specific and defined in the Guidelines for Meeting the California State Revolving Fund (CASRF) Programs (Clean Water and Drinking Water SRF) Disadvantaged Business Enterprise Requirements, which are detailed in the Agreement (Appendix E) and the DBE Provisions (Appendix G). Bidders shall advertise for DBEs at least 30 days prior to the bid date. WAGE RATES. A) Pursuant to section 1770, et seq. of the California Labor Code, the Contractor and all Subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. B) Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor's and subcontractors' current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project. C) This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this project, it shall be the Bidder's sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid. D) Since this Project is funded in whole or in part with Federal funds, the work must also comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of Davis-Bacon.
