Site work and paving for a mixed-use development in Prospect Heights, Illinois. Design plans call for site work for a road / highway; and for paving for a road / highway.
As of March 29, 2024, construction will be starting very soon, April 2024 and completion is anticipated for August 2024. An engineer has been identified. The City of Prospect Heights is soliciting Statements of Qualifications (SOQ) from qualified firms to provide Phase II and Phase III Engineering Services for the Wolf Road (South) Sidewalk Improvements between Old Willow Road and Edward Road / METRA Station. Phase II & III Engineering will be federally funded. This project will be completed under applicable IDOT guidelines including BLRS and BDE manuals and City of Prospect Heights standards. Phase 1 Engineering has been completed and Design Approval is anticipated upon receipt of a Notice of Award of Funding. A copy of the final Project Development Report (PDR) is available in electronic format by emailing the Assistant City Administrator. Note that the Phase I PDR includes improvements along Wolf Road north of Old Willow Road that are not part of this RFQ process. Phase II Engineering will generally include: o Project coordination on behalf of the City of Prospect Heights, IDOT, the Northwest Council of Mayors, CCDOTH, ICC and Wisconsin Central Railroad, and other project stakeholders. o The selected Engineer shall attend with City staff all appropriate meetings with other agencies involved to ensure appropriate project coordination. o Review of Phase I Project Development Report. The Engineer shall include any necessary resubmittals or coordination necessary to extend the Design Approval timeframe or environmental clearances if required by IDOT or any other jurisdictional agency. o Prepare a PESA Response and submit to IDOT to initiate the PSI. o Verify existing survey information obtained in Phase I and provide any supplemental survey deemed necessary by the Engineer. o Prepare Pre-Final and Final contract Plans, Specifications, and Estimates (PS&E) meeting the requirements of IDOT and FHWA in accordance with the approved PDR. o Perform Quality Control/Quality Assurance and Constructability Reviews. o Prepare and submit all applicable permits, including but not limited to permits from the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC), CCDOTH, and other agencies as applicable. o Prepare Phase II reimbursement requests for IDOT (federal share) on behalf of the City for eligible engineering costs. o Ensure compliance with terms of RTA grant agreements. o Prepare project update submittals for NWMC and CMAP as stipulated by RTA / CMAQ funding requirements. Phase III Engineering will generally include: o Attend an IDOT preconstruction meeting and any needed local preconstruction meetings with all interested parties to discuss goals, objectives, and issues. Submit meeting minutes for review and approval. o Provide a resident engineer and needed staff for required daily activities. o Hold weekly progress meetings. o Set up and maintain files, field books, quantity books, diary, job box and all other forms of proper project documentation including CMMS. o Perform quantity measurements to prepare pay estimates and change orders to review with contractor and submit to City for review and submittal to IDOT. o Check and approve project submittals for compliance with standards. Forward recommendations to the City and IDOT representatives. o Maintain set of working drawings as construction is progressing. o Obtain material acceptance certifications as materials are incorporated into the project to expedite project closeout. Monitor and document erosion and sediment control and ensure conformity with the plans and standards. o Perform final inspection and complete final punch list. o Prepare record drawings at project completion. o Verify that all documentation is accomplished and that all material inspections and certifications have been accounted for and are complete. o Provide all documentation associated with the final balancing change order and final pay estimate. o Complete job box and conduct all audit(s) with IDOT. o Close out project with IDOT within a reasonable time frame after all construction is completed. All statement submittals must be submitted in the order shown below. Information can be provided in multiple sections but must appear in the requested section. The City of Prospect will not be responsible for not considering information provided under the incorrect section. Section 1-COVER LETTER Provide a cover letter introducing your firm and qualifications. Section 2 - COMPANY OVERVIEW (four pages maximum) a. Provide an overview of the company detailing the total number of professional staff, the history of the company, and the location where work has been performed. b. Firm Experience: Provide a minimum of five examples of Federally Funded Phase II and III engineering services provided to municipalities in the last five years. Include project size and description, location and all other pertinent project facts. Include contact information for the client and sub-consultant engineering firms associated with each of these projects. Section 3 - ORGANIZATIONAL CHART Indicate relationship of key personnel, subconsultants, and tasks to be performed. Section 4 -KEY PROJECT PERSONNEL Provide resumes and references for project staff and subconsultants to be assigned to this project. As a minimum include those persons listed in Section 3 above. Section 5 - PROJECT SCHEDULE Provide estimated timeline for completion of tasks. Section 6 - IDOT Prequalification form and IDOT BDE Disc 2 Conflict of Interest Disclosure Section 7 - OTHER PERTINENT INFORMATION (three pages maximum) include all other pertinent information that the proposer would like the City to consider. The method of contractor selection has not been determined at this time.
