Site work and new construction of a municipal facility in Karnes City, Texas. Working plans call for the construction of a two-story above grade municipal facility; and for site work for a municipal facility.

** As of April 6, 2023, bid not accepted because it was over the budget. No definite date for the rebid.** The Work consists of, but is not limited to: erosion control, site clearing, excavation, fill, select fill and backfill; site utilities; concrete sidewalks, rough and finish grading; concrete slab-on-grade; masonry; miscellaneous metals and metal fabrications, steelstairs and railing systems; rough and finish carpentry; damp proofing and waterproofing, caulking and sealants, thermal insulation, flashing and sheet metal; hollow metal doors and frames, plastic laminated wood doors, finish architectural hardware; gypsum drywall, painting and finishing; interior and exterior signage, metal louvers, miscellaneous specialties; prefabricated metal building frame, wall and roof panels; and mechanical, plumbing, fire sprinkler and electrical systems. The budget for this Project is $750,000. The Project consists of the construction of a new two-story archivesstorage building for Karnes County, Texas, as defined and described in the Specifications and Drawings accompanying this Request for Proposals. No oral, telephonic, telegraphic or facsimile transmitted proposals will be considered. Proposalsshall be delivered to the place stated above in a sealed envelope clearly identifying the proposal as specified in this Request for Proposals. The Owner reserves the right to hold all proposals for up to, and including, sixty (60) days from date of receipt without action, to reject any and all proposals, to waive irregularities and to require statements of evidence of offeror's qualifications, including financial statements.. Proposal Surety is required in the amount of 5% of the total amount of the proposal. Statutory Bonds for performance of the contract and for payment of mechanics and materials will be required in an amount equal to 100% of the contract sum, in accordance with Texas Government Code Ch. 2253. Payment for work completed will be made monthly equal to 95% of work completed and materials stored. Following receipt of Proposals, each Proposal will be ranked according to the selection criteria listed in paragraph 1.05 B within 45 days of the opening date. Owner willselect Offerorthat demonstratesthe best value for the Owner based on the evaluation criteria. The Owner will first attempt to negotiate a contract with the selected Offeror. Negotiations may include options for scope or time modification and any related price change. If the Owner is unable to negotiate a contract with the selected Offeror, the Owner will, formally and in writing, end negotiations with that Offeror and proceed to the next ranked Offeror until a contract is reached or all proposals are rejected. The Owner may select representativesto assist in ranking and negotiations. Award of Contract, if any, will be made by formal action of the East Central Special Utility District. Proposal Evaluation Criteria: 1. Amount of Proposal 70% 2. Proposed Construction Time 10% 3. Company Experience on Similar Projects (Scope/Value) 10% 4. Quality of References from Past Customers 10% TOTAL 100% The determination of minimum wage requirements shall not be construed to prohibit the payment of wages greater than those of the named rates. Under no condition shall any laborer, workman or mechanic employed on this Project be paid less than the determined minimum wage scale. In the execution of the Contract for this Project, the General Contractor and all subcontractors must comply with all applicable State and Federal laws, including, but not limited to, laws concerned with labor, equal employment opportunity, safety and minimum wage. Pursuant to the provisions of Section 2 of Article 5159a, Vernon's Texas Civil Statutes, "The Contractor shall forfeit as a penalty to the State, County, City and County, City, Town, District or other political subdivision on whose behalf the contract is made or awarded sixty ($60.00) dollars for each laborer, workman or mechanic employed for each calendar day, or portion thereof, such laborer, workman or mechanic is paid less than the said stipulated rates for any work done under said contract, by him, or by any subcontractor under him, and the said body awarding the contract shall cause to be inserted in the contract a stipulation to this effect." Certified Payrolls for all contractors performing work on the Project shall accompany each and every payment application.
