SCOPE OF PROPOSAL Jacksonville Independent School District ("JISD" or "Jacksonville ISD" or "District") is accepting proposals from qualified local service providers to provide the Installation of Self Provisioned Customer Owned Fiber. The purpose of this competitive sealed proposal is to provide a standard from which to evaluate your company's ("Respondent" or "Bidder") products and services as they compare to other providers and as they pertain to the needs for underground installation of self provisioned fiber for the JISD as defined in this document. Due to the increased utilization of the broadband services by students, staff, and administration, this RFP is a request for the Underground Installation of Self Provisioned Customer Owned Fiber (12 strand single mode) between JISD facilities. BACKGROUND The Jacksonville Independent School District seeks to improve functionality of its internet connectivity to enhance learning acceleration for the students of the District. As the largest employer in Cherokee County, Jacksonville ISD maintains a total of 15 instructional and auxiliary facilities, and serves an enrollment of approximately 4,600 students. The District's instructional facilities consist of one high school, one middle school, one intermediate school, four elementary schools, and an alternative school. DESIRED SYSTEM OVERVIEW/INTENT This RFP request a turn-key solution to upgrade the District's current 20-year-old fiber optic infrastructure to a fully underground system originating at the Main Distribution Frame located at the Tomato Bowl Stadium and connecting the remaining 14 District facilities. CURRENT STATUS - SELF PROVISIONED 1. Aerial Fiber: approx. 11 miles 2. Underground Duct: approx. 2 miles 3. Fiber Length: approx. 13 miles 4. Utility Pole Attachments: 267 (Oncor Poles) 5. Constructed in 2000 6. 10 Emergency Restorations in last 6 years 7. Scheduled Maintenance and Repairs completed Fall 2019 8. Vegetation Management conducted Fall 2019 Construction Specifications This section includes specifications for the Construction of the Fiber Optic Cable Outside Plant for Self Provisioned Customer Owned Fiber. Specifications in this section are minimum requirements. 1. Construction and Installation Requirements 1.1. All work shall conform to the latest edition of the National Electric Code, the current Building Code and all local codes and ordinances as applicable. The National Electrical Code shall be followed in every case except where local regulations are more stringent, in which case local regulations shall govern. 1.2. Installation and construction shall be in accordance with industry standard practices. ANSI/TIA/EIA 568A and ANSI/TIA/EIA 569 shall be adhered to during all installation activities. 1.3. Methodologies endorsed by the latest edition of the BISCI Telecommunications Distribution Methods Manual shall also be used during installation activities. Should conflicts exist between referenced Standards publications; the District will have the responsibility for making interpretation. 1.4. Protection of Persons and Property - The Service Provider shall at all times exercise reasonable precautions for the safety of employees and others on or near the work and shall comply with all applicable provisions of Federal, State, and Municipal safety laws, building and construction codes. All machinery and equipment and other physical hazards shall be guarded in accordance with the "Manual of Accident Prevention in Construction" of the Associated General Contractors of America except where incompatible with Federal, State or Municipal laws or regulations. The Service Provider shall provide such machinery guards, safe walkways, ladders, bridges, gangplanks, and other safety devices. The safety precautions actually taken and their adequacy shall be the sole responsibility of the Service Provider, acting at its discretion as an independent contractor. 1.5. Safety Precautions and Programs - The Service Provider shall be solely responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the work. 1.6. Emergency Facilities - Service Provider shall maintain, at all times, free access to fire lanes and emergency and utility control facilities such as fire hydrants, fire alarm boxes, utility valves, manholes, junction boxes, etc. 1.7. Safety of Persons and Property - The Service Provider shall take all reasonable precautions for safety of, and shall provide all reasonable protection to prevent damage, injury, or loss to: 1.7.1. personnel on the work and other persons who may be affected thereby; 1.7.2. the work and all materials and equipment to be incorporated therein, whether in storage or off site, under care, custody or control of Service Provider or any of the subcontractors; and 1.7.3. other property at the site or adjacent thereto, including trees, shrubs, lawns, walks, pavements, fences, roadways, structures and utilities not designed for removal, relocation or replacement in the course of construction and/or maintenance.
