The NCSD Board of Trustees in September approved the allocation of $3.75 million for the project. The Board Infrastructure Planning Committee is recommending that the trustees authorize staff to negotiate a contract with Sampson for the project with a guaranteed maximum price of $3.5 million. Four companies have submitted bids to NCSD for the tennis complex project. Those companies have been interviewed and all met the district’s request for proposal requirements. The companies that submitted bids include: Design & Construction Services (Design-Build) for a Tennis Court Complex at Highland Park, Casper, Wyoming Natrona County School District No.1 is requesting proposals from qualified firms, architects, engineering, and contractor as a Design-Build (D/B) team. to provide design documents and construction, total package. for a tennis court complex located In Highland Path, Casper Wyoming that Includes the construction of 6 new courts and renovation of 4 existing courts. The Design-Build Teams must demonstrate experience in the design and construction of competition tennis courts. The Design-Build teams must have an office located in Wyoming.Caspar Building Systems Incorporated – Casper, WY Sampson Construction – Cheyenne, WY Haass Construction – Casper, WY CEPI – Casper, WY The Highland Park tennis complex project would involve renovating four courts that already exist. Six new courts would also be added, along with a spectator viewing area and a building to house restrooms, a changing room, storage and a concession area. Before the project can move forward, NCSD and the City of Casper will need to finalize an agreement to allow the district to manage the facility since the Highland Park courts are owned by the city. In preliminary discussions of the project, Casper city staff and council members expressed interest in the proposal. While some parents in October complained to the school board about what they perceive as a lack of focus on teaching students the basics of reading and mathematics, some trustees defended the district’s plans to spend money on the tennis facility and the decision to spend ~$10.2 million for the new Natrona County High School natatorium. “I want to point out that swimming pools and tennis courts are not a detriment to learning,” Trustee Clark Jensen said during the school board’s October 11 meeting. “Kids who participate in extracurricular activities have higher [academic] performance than those that don’t.” The new tennis facility would give the high school teams courts to play on that are in better condition than where they currently practice and compete, according to the district. “The conditions of the current courts at Washington Park and Casper Country Club are not ideal,” NCSD says of the need for the Highland Park project. “Both sets of courts have extensive cracking and some settling calling for the need for repair of cracks and replacement of the playing surface.” The Natrona County High School tennis team currently uses four courts for both practice and competition at Washington Park, which are also owned by the city. Kelly Walsh High School uses five courts at the Casper County Club for practice and competition. The school district rents the Casper Country Club courts for about $2,500 annually, according to NCSD. The district says that there are an average of 56 girls and 36 boys who participate in tennis programs at NC and KW on an annual basis. “By adding six additional tennis courts to the [new] area, a total of 10 courts will be available at the site,” the district says of plans for the new facility. “The ten courts will allow two tennis meets to occur simultaneously when each high school hosts a duel meet with two out-of-town visiting teams.” The new facility would also make it possible for Casper to host regional and, assuming repairs to other facilities across the city are made, state tournaments. The school district adds that the facility would also support physical education class opportunities. Should the project move forward, NCSD would make the courts available for public use for both tennis and horseshoes throughout the year. NCSD adds that the new facility could also host pickleball, something which Casper city staff says there is public interest in. -------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- 1) The tennis complex is at Highland Park, located at the intersection of South Beverly Street and East 4th Street, Casper Wyoming. 2) The project scope includes, but is not limited to, site work, new tennis courts, tennis court rehab, event and site lighting, and a 2,000 square foot building. 3) The tennis court complex must include the construction of six new tennis courts and the renovation of 4 existing tennis courts. The tennis courts must incorporate design features with an expected structural life of 50 years, e.g. post-tensioned concrete. 4) The tennis courts must include terraced seating for two courts with ADA access. The project must include all-weather bleacher areas, e.g. gravel pads, for the remaining courts. 5) At least two of the new courts must be lit for night time competition and practice. The lighting on the existing courts must be upgraded to current tennis court lighting standards as an add-alternate. 6) The project must include the construction of a building to provide public bathrooms, small changing areas, a concession area, and storage. 7) The design must integrate architectural, mechanical, electrical, plumbing and technology components per NCSD Design Guidelines. In addition, the design must incorporate, to the maximum extent possible, United States Tennis Association (USTA) Design Guidelines for high school competition tennis courts. 8) Construction must preserve as much of the existing landscaping as possible and add additional landscaping and walking paths to preserve the park-like nature of the area. 9) Additional schematic detail is in Appendix A.
