The selected experienced and qualified engineering firm(s) will be tasked to provide technical support services to evaluate ideal locations for a groundwater banking project and will consider site specific groundwater conditions, local agencies and policies, State Water Project and Central Valley Project water service contractors, water rights, regional conjunctive use and water transfer/exchange programs, and the implementation of the Sustainable Groundwater Management Act. The Proposer will provide the services in accordance with Section 5. Preliminary Scope of Services. Minimum Qualifications: The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: The Proposer [or Proposer's employees] shall have 10 years of experience in groundwater modeling, groundwater resource management systems and management plans. The Proposer [or Proposer's employees] shall have the following certifications, licenses or affiliations Professional Engineer, Professional Geologist or Hydrogeologist. The Proposer shall possess knowledge of regulations and codes regarding groundwater banking and shall be familiar with local conditions relating to hydrogeology, aquifer characteristics, diverse stakeholders in San Joaquin/Central Valley Counties. The proposer shall possess experience in evaluation of potential impacts caused by changes in pumping, numerical and analytical modeling of groundwater flow. Strong understanding of the Sustainable Groundwater Management Act and recently completed Groundwater Sustainability Plans and datasets. Familiarity with the San Joaquin Valley, its characteristics and complexities, and experience working with regional specific hydrological models and datasets.
