Site work, paving and outdoor lighting for a mixed-use development in West Hartford, Connecticut. Design plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and for outdoor lighting for a sidewalk / parking lot.

This non-recurring Capital Improvement Project provides the funding necessary to rehabilitate and improve New Park Avenue from Oakwood Avenue to New Britain Avenue. This project will improve the attractiveness, safety, and mobility for all users by incorporating traffic calming and complete street elements such as a travel lane reduction from 4 lanes (2 in each direction) to 3 lanes (1 in each direction with a center left turn lane). There will be a bike lane in each direction to connect New Britain Avenue, the Elmwood CT Fastrak bus station, the Trout Brook Trail, and many destinations along this corridor. In addition, the sidewalk areas will be improved with decorative street lighting, sidewalk material enhancements, wayfinding signage, and landscaping. Enhanced crosswalks will be incorporated and the traffic signals at the Talcott Road and Oakwood Avenue intersections will be replaced and include accessible pedestrian signal equipment with exclusive pedestrian phasing. The Community Development Department obtained two grant sources for this project: $2,000,000 from the Office of Policy and Management's 2017 Responsible Growth and Transit Oriented Development Grant $1,500,000 from the Department of Transportation's Local Transportation Capital Improvement Program. Town bond funding currently estimated at $100,000 will be required to cover costs exceeding the $3,706,000 grant funding. As of February 16, 2023, this project is in the early design phase with owner in-house staff. It is a anticipated construction will start mid 2024. This project is included in the Town of West Hartford's FY 2023-2034 CIP. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.
