Clarification Deadline: 9/1/2021 2:00 PM The Work of Lead Hazard Reduction and Healthy Homes Intervention. Two separate bids required. Each Bid shall be submitted in accordance with the Instructions to Bidders. All bids in excess of $50,000.00 be accompanied by a Bid Security in the amount of ten (10) percent of the Total Bid Price. The Bidder to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than $50,000, a 100 percent Performance Bond with a surety company acceptable to the City and in a form acceptable to the City. tn the City's sole discretion, it may also require a 100 percent Payment Bond and/or other additional security with a surety acceptable to the City and in a form acceptable to the City. After review of the factors set forth in the Instructions to Bidders, the City reserves the right to reject any and all Bids, to make an award, or to decline to make an award. The United States Department of Housing and Urban Development (HUD), Office of Healthy Homes and Lead Hazard Control has awarded the Waterbury Department of Public Health and the Healthy Homes Program funding to carry out activities associated with a Lead Based Paint Hazard Control Program. Due to the Federal Funding stated above, the two percent (2%) contractor preference granted to Waterbury Bidders required by section 38.42 of the Waterbury Procurement Ordinance does not apply to this request for proposal. The successful bidder must not be delinquent in any obligation to the City of Waterbury, including but not limited to, taxes, water and sewer charges, parking violations, etc. The City of Waterbury is an Equal Opportunity and Affirmative Action employer and does not discriminate in its hiring, employment, or. business practices. The Waterbury Healthy Homes Program (WHHP) is undertaking a lead-based paint abatement project located at 20-22 Laurel Street in Waterbury, Connecticut. The Site building consists of a three (3)-family residential building. The interior of the dwelling along with the exterior areas have been comprehensively tested for lead-based paint. Toxic levels of lead-based paint were identified on various components and surfaces throughout. One (1) child under the age ofsix (6) years old resided in the first-floor dwelling unit at the time ofinspection. No children under the age ofsix (6) years old resided or occupied the second or third-floor dwelling units at the time of inspection. Lead-based paint abatement is required for the first-floor dwelling unit, common areas and exteriors. At the request of WHHP, the entire Site building was designed as full abatement. All work specified in the Scope ofWork must be performed by a State ofConnecticut Department of Public Health (CT DPH) licensed Lead Abatement Contractor. There are no known lead-based paint abatement orders or notice ofviolations on the inspected Site building Dust-lead hazards were identified on floors and window sills throughout the building interiors. The contractorshall conductspecialized cleaning proceduresin specified rooms where lead dust hazards exist even if lead-based paint abatement or interim control measures are not being performed in the room. The Lead Abatement Contractor performing the work specified under this Section, leadbased paint abatement shall be a CT DPH licensed Lead Abatement Contractor and shall appear on the State of Connecticut list of approved Lead Abatement Contractors. All workers and supervisors conducting work under thissection shall be licensed by CT DPH as Lead-Based Paint Abatement Workers and/or Lead-Based Pain Abatement Supervisors. All lead-based paint abatement and interim control work shall be conducted in compliance with all Federal, State, and local regulations. Specifically, work shall conform with The Department of Housing and Urban Development (HUD) Guidelines For the Control and Evaluation of Lead-Based Paint in Housing, The United States Environmental Protection Agency (USEPA), CT DPH Lead Poisoning Prevention and Control Regulations, The State ofConnecticut Department of Energy and Environmental Protection (DEEP) Hazardous Waste Disposal regulations and the Department ofLabor's Occupational Safety and Health Administration (OSHA) Lead in Construction Final Rule 29 CFR 1926.62.
