Renovation of a mixed-use development in Athens, Georgia. Completed plans call for the renovation of a educational facility; and power facility.

The University of Georgia Facilities Management Division (Using Agency) on behalf of the Board of Regents of The University System of Georgia (Owner) is soliciting responses from Construction Manager at Risk Firms interested in and capable of providing construction services for the CP 1842 - Central Steam Plant boiler Controls Replacement & Electrical Upgrades on the campus of The University of Georgia at Athens, Georgia. This Qualification Based Selection will be completed in two Stages (also referred as "steps" in this event and in attached documents); Stage I: Request for Qualifications and Stage II: Request for Proposals (From Qualified Finalists). The University will evaluate and select several qualified firms from the response submittals in Stage I and notify the finalist firms to proceed to Stage II. The University will then post Stage II documents, conduct a mandatory pre-proposal site visit, evaluate/review the submitted request for proposals and interview all qualified firms. Once the awarded firm has been selected, the University will complete the contracting process. (Previous STAGE) STAGE I: A copy of the Request for Qualifications is attached to this solicitation and is available for download. All responses are due no later than the date and time listed in the attached Request for Qualifications document. Responses must be submitted electronically via the University of Georgia Sourcing Website. (Current STAGE) STAGE II: A copy of the Request for Proposals document is attached to this solicitation and is available for download. All responses are due no later than the deadline listed in the attached "Request for Qualifications" document. Responses should be submitted electronically via the University of Georgia Sourcing Website as further outlined in the attached "Request for Qualifications" document. This solicitation is for Phase 2 only and will replace the controls system in its entirety, as well as the electrical service equipment located on the CSP property. The construction will focus on the installation of the controls system, which will center in a relocated control room that will be built new within Boiler House #1. New foundations, stair, and structure will be required for the 2-story interior space. Additionally, two new office spaces above the control room and a refurbished breakroom will be housed within Boiler House #1. Controls for all existing boilers (B-1, B-2, B-3, B4, EB-1) and balance of plant equipment will be transferred to the new control room. This system will include a combined reusing existing boiler panels for both the Boiler Control and Burner Management Systems, two Balance of Plant panels (one for each building), a server rack, two operator workstations, one engineering workstation, and 2 large overview displays. New transformers will sit between the two boiler houses, and the new generators will be ran off natural gas. The new gear will be configured in a main-tie-main arrangement where one switchboard will sit in each boiler house. Multiple trades will be required to complete the work, and the selected firm must also coordinate with UGA FMD, plant staff, and UGA's IT department. The anticipated SCL for Phase 2 is $4,900,000. Subsequent phases that are not included in this contract will replace all three existing gas fired boilers and balance of plant equipment to increase total plant capacity and meet future demands. The future phases will occur over a span of several years or as funds come available. The Design Professionals services are anticipated to commence February, 2021. Construction documents are anticipated for completion in July, 2021. Preconstruction services are expected to begin immediately upon execution of the contract with the CM/GC. The CM/GC shall obtain written authorization from the Owner prior to proceeding with any additional services. The start of construction is anticipated to begin in January, 2022. (All of the dates above are estimates and are contingent on the availability of funding). This project is the second of several phases in a planned, comprehensive renewal of the Central Steam Plant. The scope of this project will replace the controls system in its entirety and relocate the Control Room operation currently located in BH#2 to a newly constructed 2-story space in BH #1. The facilitys main electrical service entrance will be replaced along with normal and emergency power distribution systems. The Stated Cost Limitation for the Project is expected to be approximately $4,900,000. Subsequent phases that are not included in this contract will replace all three existing gas-fired boilers and balance of plant equipment to increase total plant capacity and meet future demands. Future phases will occur over a span of several years as funds become available.
