Renovation of a water / sewer project in Reno, Nevada. Completed plans call for the renovation of a water / sewer project.

MWH&KGW, a Joint Venture (MWH&KGW), is requesting qualified contractors to bid on the Electrical, Instrumentation and Controls (S-03B-01) and Painting and Coating (S-03B-02) bid packages for the Bioreactors 3&4, RAS/WAS Pump Station, Filter Effluent Flowmeter Vault, CO2 Storage and Feed System, and Biosolids Improvements as part of the overall South Truckee Meadows Water Reclamation Facility (STMWRF) 2020 Expansion CMAR project. Scope of Work: Construction for this scope of the project includes construction of new cast-in-place concrete walls and decks for the new Bioreactors 3&4 basins; replacement of piping, valves, and flowmeters for the existing RAS/WAS pump station; construction of new Filter Effluent Flowmeter Vault; installation of new CO2 storage and feed equipment; and installation of a new solids dewatering press equipment and associated piping and building improvements for the existing Biosolids facility. Trades required for project: Electrical, Instrumentation and Controls Painting and Coating This project is being funded through the Clean Water State Revolving Fund Program (SRF). MWH&KGW is requesting subcontractors and supplier quotes from all qualified/certified DBE subcontractors and suppliers. In accordance with Executive Order 12549, contractors, subcontractors, and material and service suppliers (including engineers) who's contract is expected to equal or exceed $25,000 must have a DUNS number and be registered in the US Government System for Award Management (SAM). SRF requires the implementation of the American Iron and Steel Act. Your participation is important to us. Apprentices-NRS 338.01165; SB 207 (2019): As of January 1, 2020, NRS 338.01165 requires all contractors employing workers on certain public works projects to utilize apprentices for portions of the work. One or more apprentices must be used for at least 10% of the total hours on vertical construction and 3% of the total hours for horizontal construction. These percentages apply to the total hours of labor worked for each apprenticed craft or type of work to be performed on the public work for which more than three workers are employed. Under NRS Chapter 338, this project is a public work that requires the use of apprentices. All contractors must comply with NRS 338.01165 for this project, unless a modification, waiver, or exemption applies. The Nevada Labor Commissioner has prepared forms for use in complying with the apprenticeship requirements. A PROJECT WORKFORCE CHECKLIST MUST BE COMPLETED BY THE CONTRACTOR AND BY EACH SUBCONTRACTOR. If apprentices are required by NRS 338.01165, within 2 business days after bid opening the apparent successful bidder and each subcontractor must submit the Apprenticeship Utilization Request Form to any necessary Registered Apprenticeship Programs to request apprentices for the project and must provide proof of submission to MWH&KGW. Within the 8 business days after bid opening, the apparent successful bidder and all subcontractors must provide to MWH&KGW the responses, or non-responses, from the Registered Apprenticeship Programs, along with any requests for waivers of the apprenticeship requirements on the "Apprenticeship Utilization Waiver Request Form." Waiver requests may be submitted to MWH&KGW at any time, but waiver requests due to NRS 338.01165(10)(d)(1) (no apprentices available from apprenticeship programs within Washoe County's jurisdiction) and (3) (apprentices requested from an apprenticeship program have been denied or not approved within 5 business days) must be submitted to MWH&KGW at least within 8 business days after bid opening. Other waiver requests should be submitted to MWH&KGW as soon as the need for a waiver is known. Along with the waiver request, the apparent successful bidder and any subcontractors must provide to MWH&KGW all required documentation to support the waiver request. MWH&KGW will work with bidders and subcontractors to comply with NRS 338.01165. MWH&KGW reserves the right to waive these deadlines if problems in the NRS 338.01165 apprenticeship process arise. IF NO WAIVER OR MODIFICATION IS OBTAINED, THE CONTRACTOR IS RESPONSIBLE FOR COMPLYING WITH THE APPRENTICESHIP REQUIREMENTS OF NRS 338.01165. NOTICE: Subcontractors, who will perform at least 1% of the estimated value of the work or $50,000 -whichever is greater- must be qualified pursuant to NRS 338.16991. Proposals will be returned to the subcontractor unopened if the subcontractor has not been qualified per NAC 338.580. The submission of a materially incomplete or falsified application for qualification by an applicant or failure to disclose information required in the application may be grounds for disqualification.
