Site work and paving for a sidewalk / parking lot in Lihue, Hawaii. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The scope of work consists of constructing concrete shared-use path, boardwalk, stand alone comfort station, drinking fountain, interpretive signs, Hot Mix Asphalt (HMA) pavement, CMU walls, and concrete curbs; modifying drainage system; installing waterline, sewer line, wheel stops, landscaping, and signs; grading; and traffic control. The basic bid shall consist of the path construction between Papaloa Road and Coconut Beach Resort and the interpretive sign at Coconut Beach Resort. The additive bid shall consist of the comfort station at Coconut Plantation and all associated work items, including HMA Pavement along driveway, utility connections, and all work on Kuhio Highway. The estimated construction cost is between $1,000,000 and $2,000,000 for the base bid and between $500,000 and $1,000,000 for the additive. Contractors interested in responding to the Solicitation must be registered as a Public Purchase Vendor, Hawaii Region, and Kauai County Agency. New Vendors should click on the link to Public Purchase provided on the webpage or go to website to initiate the registration process. Proposals shall be submitted via the Public Purchase System. To be eligible for award, bidders must possess a valid State of Hawaii General Engineering Contractor's "A" license or General Building Contractor's "B" license prior to the award of the contract. A pre-bid conference is scheduled. For details, please register for this solicitation. All prospective bidders or their representatives (employees) are encouraged to attend, but attendance is not mandatory. Due to the impacts of COVID 19, the pre-bid conference will be conducted virtually. Questions applicable to the Project Specifications should be submitted to the Project Manager no later than two days prior to the scheduled date of the pre-bid conference. ALL requests for information (RFI) shall be received in writing through Public Purchase no less than 14 calendar days before bid opening. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. Anything said at the conference is for clarification purposes and any changes to bid documents will be made by addendum and posted on the Public Purchase site. Any protest of this solicitation shall be submitted in writing to the Director of Finance, in accordance with 103D-701, HRS and 3-126 HAR. Campaign contributions by State and County Contractors. Contractors are hereby notified of the applicability of Section 11-355, HRS, which states that campaign contributions are prohibited from specified State or county government contractors during the term of the contract if the contractors are paid with funds appropriated by the legislative body. The U.S. Department of Transportation Regulation entitled "Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation," Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project. Bidders are hereby notified that the County will affirmatively ensure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible bidder without discrimination on the grounds of race, color, national origin or sex (as directed by 23 CFR Part 200). The Equal Employment Opportunity Regulations of the Secretary of Labor implementing Executive Order 11246, as amended shall be complied with on this project. The U.S. Department of Transportation Regulations entitled "Participation by Disadvantaged Business Enterprise in Department of Transportation Programs", Title 49, Code of Federal Regulations, Part 26 is applicable to this project. Bidders are hereby notified that the County will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (DBE) program with respect to this project. Bidders are directed to read and be familiar with the Disadvantaged Business Enterprise (DBE) Requirements for Federal-Aid Projects regarding Disadvantaged Business Enterprise (DBE), which establishes the program requirements pursuant to Title 49 Code of Federal Regulations Part 26 and, particularly, the requirements of certification, method of award, and evidence of good faith. All Bidders must e-mail the Engineer at dhaigh@kauai.gov, the Disadvantaged Business Enterprise (DBE) Contract Goal Verification and Good Faith Efforts (GFE) Documentation for Construction Disadvantaged Business Enterprise (DBE) Confirmation and Commitment Agreement Trucking Company and Disadvantaged Business Enterprise (DBE) Confirmation and Commitment Agreement - Subcontractor, Manufacturer, or Supplier five (5) days after bid opening. Failure to provide these documents shall be cause for bid/proposal rejection. Each proposal shall be on a form furnished by the Department of Public Works, County of Kauai. The County of Kauai reserves the right to reject any or all proposals and to waive any defects in said proposals for the best interest of the public. This is a County project funded by the Federal Highway Administration and the County of Kauai. For Contracts Which Have A Contract Amount More Than $2,000,000 Or Having A Contract Time Of More Than 100 Working Days Or 140 Calendar Days. 230 Calendar days from the date indicated in the Notice to Proceed from the Department.
