Demolition, site work and new construction of a water / sewer project in West Chester, Pennsylvania. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.

Work to start once the project is awarded, which will be approximately 60 days after Bid Date The Project includes the following Work: Contract No. WW-1: General Construction Contract No. WW-2: Electrical Construction Contract No. WW-1: This Project generally includes the replacement of the Westtown Way Pump Station. The scope of work generally includes, but is not limited to, partial demolition of the existing pump station structures; construction of a new pump station with submersible duplex pumps; replacement of the existing onsite emergency power equipment; replacement of the existing force isolation valve; associated site work and restoration; installation of E&S controls; related electrical and mechanical work; and associated work identified in the Contract Documents. Contract No. WW-2: This Project generally includes the replacement of the electrical components at Westtown Way Pump Station. The scope of work generally includes, but is not limited to, installation of the buried and exposed conduit and wiring, emergency generator, control panels and systems, and the electrical power and distribution work; and associated work identified in the Contract Documents. Bids shall be on a lump sum for all contracts. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10% and made payable to or naming as oblige the West Goshen Sewer Authority. Bid security shall be received by Cory Salmon, P.E., Herbert, Rowland & Grubic, Inc., 501 Allendale Rd, Suite 203, King of Prussia, PA 19406, no later than three calendar days after submission the Sealed Bid. Clarification Deadline 9/22/2021 4:00 PM. All questions about the meaning or intent of the Bidding Documents are to be submitted electronically in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. This Project is financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The West Goshen Sewer Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the West Goshen Sewer Authority and to reject any or all proposals. Estimated Project Value: 400,000 - $560,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
