Q&A Deadline : 10/07/2021 1:00 PM (PDT) The Project. The Project involves replacement of approximately 10,120 LF of sewer mains, 300 laterals, and 34 manholes in the City's wastewater collection system. The tentative bid due date for the Project is Monday, October 18 th , 2021. Recycle asphalt, concrete and soil. Design, install and remove sheeting, shoring, bracing & other excavation supports. Replace existing 6-inch or 8-inch VCP with 8-inch HDPE pipe by pipe-bursting method. Replace existing 8-inch,10-inch, or 12-inch VCP with 10-inch HDPE pipe by pipe-bursting method Replace existing 10-inch VCP with 12-inch HDPE pipe by open trench method. Replace existing 4-inch ACP sewer lateral by open trench method. Remove existing lamphole or flush inlet and replace with new 48-inch manhole. Cleaning & video inspection of mains Rehabilitate existing 48-inch manhole. Replace existing 4-inch sewer lateral by open trench method It is anticipated that Work on the Project will be required to commence on or about March 28, 2022. Pre-Qualification Submittal Instructions. Each questionnaire must be signed under penalty of perjury in the manner designated at the end of the form, by an individual who has the legal authority to bind the contractor. Streamlined Pre-Qualification. The City's pre-qualification process has been streamlined to encourage bidder participation. The City's Pre-Qualification Questionnaire is a shortened, modified version of the Model Forms prepared by the Department of Industrial Relations ("DIR"), and does not require submission of a financial statement. Confidentiality. Pursuant to Public Contract Code section 20101, except for the contractor's name, the completed questionnaires and required attachments are not subject to public disclosure pursuant to the California Public Records Act. However, the contents may be disclosed in a hearing to appeal a pre-qualification determination, or if otherwise required by law. Review and Rating. The City has adopted a uniform system, using objective criteria, for rating each contractor on the basis of its completed Pre-Qualification Questionnaire and attachments. Each contractor must score below 10 points to pre-qualify for this Project. City reserves the right to contact the project references provided in the Pre-Qualification Questionnaire, and to check other available public records as well. The City reserves the right to adjust or rescind a pre-qualification rating based on subsequently learned information. Evidence of material omissions or misrepresentation in the Pre-Qualification Questionnaire or attachments be grounds for immediate disqualification. The City intends to provide notice to each participating contractor as to whether or not it has pre-qualified for the Project by Thursday, September 16 th , 2021. The deadline for submitting an appeal is 3:00 PM on Thursday, September 23rd , 2021 ("Appeal Deadline"). The City reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted, to make all final determinations, and to determine at any time that the pre-qualification procedures will not be applied to a specific future public works project.
