The objective of this project is to convert the facility from firing wood chips and No. 2 Fuel Oil to fire Natural Gas and No. 2 Fuel Oil Questions Due Date: December 3, 2021 by 1:00 PM Intent to Bid Due Date: Dec 17th 2021, 1:00 PM EST The Maryland Environmental Service is soliciting competitive sealed bids from qualified Contractors to complete fuel conversion tasks at the Eastern Correctional Institution Cogeneration Facility. The objective of this project is to convert the cogeneration facility from firing wood chips and No. 2 Fuel Oil to fire Natural Gas and No. 2 Fuel Oil by December 2021. The project is located at the ECI Cogeneration Facility, 30420 Revells Neck Road, Westover, Maryland 21890. The installation of new owner-furnished dual-fuel burner systems (natural gas/No.2 fuel oil) for Boilers 1 and 2 at the ECI Cogeneration Facility including related fuel distribution, fuel handling and auxiliary equipment as well as horizontal box economizers with safety relief valve flash separator tanks, electrical and controls integration, and modifications of the boiler to accommodate the burner furnished by the Owner. The Contractor shall perform selective demolition to extents identified and provide all labor and materials required to complete the burner installations, as shown on the project drawings, identified in this Summary of Work and specified herein to achieve a complete installation with the exception of those materials and services listed in this Section as being furnished by Others. The Contractor shall be experienced and properly licensed to perform the proposed work, including the necessary ASME Code stamps, NBIC certifications, State of Maryland Professional Engineering licenses, etc. The Cleaver Brooks (CB) burner systems furnished by the Owner are described in detail below and within the Vendor's certified project information and drawings included in the references issued with this specification. A portion of the Fuel Conversion Upgrades (incl. burner installation) will be performed by the boiler Original Equipment Manufacturer (OEM). This will necessitate close coordination by the Contractor selected to perform the balance of the Fuel Conversion Project Scope defined in this Section and as referenced within the Bid Documents. The cogeneration facility fuel conversion project will be executed as a single Contract between MES and the selected General Contractor (GC). For ease of reference, Delval Equipment Corporation is referred to as (Boiler OEM) and the installation contractor for this contract, which is being bid, is referred to as Contractor, General Contractor (GC) or Installation Contractor (IC). The Installation Contract will include transfer of the MES Contract with the boiler OEM. Contractor shall identify and submit all subcontractor information per the submittal requirements.
