Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and road / highway.

The Scope of Work under the contract, in general, is as follows: General and mechanical construction associated with the replacement of existing Mervine Road Bridge. General scope of work includes but are not limited to the installation of temporary road and temporary portable bridge, removal of the existing bridge on Mervine Road (T-412), site preparation, installation of an open bottom aluminum box culvert with headwalls and wing walls, placement of riprap, restoration of asphalt paving, installation of guide rails, and removal of the temporary bridges and roadway upon completion of project. All work shall be performed in accordance with the Project Plans and Specifications. Other work items such as removal/disposal of associated debris, maintenance and protection of traffic, and general site restoration shall be considered incidental to the Contract. Clarification Deadline: 9/23/2021 12:00 PM Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of Stroud Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to 10 percent (10%) of the total amount bid. An acceptable surety company is any one included in the latest issue of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of Insurance to do business in Pennsylvania. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount. An acceptable surety company is anyone included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of "A-: Class VII" or better in accordance with the specifications. This project is funded in part by a Multimodal Transportation Fund Grant from the Commonwealth of Pennsylvania, acting through the Pennsylvania Department of Transportation. Prevailing wages established by the PA Dept. of Labor and Industry will apply to the Contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, and nondiscrimination in hiring practices. Non-Collusion Affidavit is required to be submitted as part of each bid. Attention is also called to the fact that an Affidavit of Review of Insurance and Indemnification is also required to be submitted as part of each bid Bids may not be modified, withdrawn, or canceled by the bidder for sixty (60) days after the time designated for the receipt of bids. Bids may be held by the Stroud Township Board of Supervisors for a period not to exceed forty-five (45) days (or 60 days under conditions specified under Section 115 of Instruction to Bidders), from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. The Stroud Township Board of Supervisors reserves the right to reject any or all bids received or parts thereof, to waive any technicalities in bidding, and to award a contract in the best interests of the Stroud Township.
