Town of Cumberland, RI (Owner) invites Bidders to submit sealed Bids for Meadowbrook Drive Water Main Replacement, which includes: construction of approximately 850 linear feet of new water main while removing existing asbestos cement water main; and all materials and equipment, services and construction inherent to the Work. The Work shall be substantially complete by November 15, 2021 and completed and ready for final payment by May 31, 2022. This Contract is being bid in accordance with the provisions of Rhode Island General Law Chapter 45-55, Award of Municipal Contracts, section 45-55-5 Competitive sealed bidding. A pre Bid conference will not be held. Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor Engineer assumes any responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bidding Documents, Bidding Documents or any portion thereof provided by third parties, or for modifications to the Bidding Documents not made by official Addenda, including electronic conversion. Bid security in the amount of 5 percent of the Bid must accompany the Bid in accordance with the Instructions to Bidders. The Project is subject to prevailing wage rates as determined by the Director of the Rhode Island Department of Labor and Training who has adopted as prevailing wage rates, the Federal prevailing wage rates as determined by the United States Department of Labor under the DavisBacon Act in accordance with RIGL Chapter 37-13 Labor and Payment of Debts by Contractors. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not to meet the specified qualification or quality requirements, based on poor references or otherwise. Owner may also reject the Bid of any Bidder if Owner reasonably believes that it would not be in the best interest of the Project or the public to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work.
