Award will be made based on the most responsive/responsible offer The City of Monroe is seeking bids for the construction and installation of control cabinets for four (4) GE single-phase 100kV-13.2kV, 10.8 MVA transformers. These transformers, located in the Camp Sutton substation, deliver power from our 100 kV transmission system to residential and large industrial customers via our 13.2 kV distribution system. These cabinets will provide a secure environment for the electrical controls and protection equipment for each transformer, as well as relay protection information to the City's SCADA monitoring system. Protective controls and real-time monitoring is critical to the protection of the transformers, and essential to the City's mission to provide safe, reliable power to our customers The specifications outlined below are intended to be minimum requirements for four (4) new transformer control cabinets for the City of Monroe. These specifications must be considered minimum requirements. If it is necessary to bid alternate equipment or to make exceptions to the specifications as set forth, this must be clearly stated in your bid, and noted on page 5. All transformer control cabinet bids must include freight. Units shall be delivered in new condition to the City of Monroe's Energy Services Camp Sutton substation located at 2401 Ashcraft Ave, Monroe, NC 28110. Cabinet design will accommodate existing equipment consisting of: 1) Four (4) high-side CT's. (2 multi-tap internal and 2 single-tap slipovers) 2) One (1) single-tap low side slipover. 3) Eight (8) Krenz 240 VAC/ 1.9 FLA single-phase fans operated in two stages. 4) One (1) Qualitrol winding temp gauge. (Qualitrol 0-160C DAL-101-6) 5) One (1) Qualitrol oil temp gauge. (Qualitrol 0-120C DAL-101-1) 6) One (1) Qualitrol or GE oil level gauge. (Qualitrol DAL-026-174 or GE #42-60-AO) 7) One (1) GE fault pressure relay. (GE - Type J) 8) One (1) Qualitrol sudden pressure relay. (Qualitrol LPRD00-00396307) 9) All controls operate on 125 VDC. The awarded company will be responsible for all engineering, construction, and installation services. Installer will provide all necessary personnel, tools, and equipment. The vender shall be required to perform the following services: 1) Provide labor and equipment to install control boxes, provide / replace conduit as necessary, and add new wiring as necessary. 2) Complete a safety meeting at the beginning of each shift, and after any change in scope. 3) Label and disconnect existing wiring. 4) Remove existing control and CT cabinets. 5) Weld cabinet mounts to transformer ribs as necessary. 6) Mount control cabinet. 7) Move existing temperature gauges to upper left of control cabinet. 8) Install new conduit where necessary, including welding on conduit mounts. 9) Conduit shall be of rigid metallic material. Flexible conduit will only be allowed on top of the transformer for the slip over CT's and sudden pressure relays. 10) Conduit sizing will follow NEC fill tables. 11) All conduit will include a polyester pull string with a minimum 18" excess on each end. 12) 2" PVC conduit shall be routed from the control cabinet to the foundation stubs. 13) Install four (4) duplex boxes with eight (8) Krenz fan connectors on each transformer. Duplex boxes are to be mounted on the sides of the transformers on the ribs adjacent to the radiators. 14) Label and land all wiring in control cabinet and test for continuity.
