MBE Documents: MBE Documents Are Not Required. HCPS also reserves the right to reject any or all bids and/or waive technical defects and minor irregularities at the discretion of the Supervisor of Purchasing, HCPS or designee if, in its judgment the interests of HCPS shall so require. Bids may be withdrawn before the scheduled time of opening. Withdrawal is not permitted after the scheduled time of opening. HCPS's current needs are at the two (2) locations below: 1.2.1 Forest Lakes Elementary School - one (1) building 100 Osbourne Parkway Forest Hill, MD 21050 1.2.2 Havre de Grace Middle/High School - two (2) buildings 445 Lewis Lane Havre de Grace, MD 21078
