HDP is seeking proposals from firms to provide Construction Management at Risk services for various substantial rehabilitation projects related to capital needs at its existing communities and for the recapitalization of expiring tax credit communities. Clarification Deadline: 9/10/2021 5:00 PM In order to receive the maximum points, the strategy should include innovative, creative, and proven approaches to providing M/WBE participation in this contract to achieve the 20% participation goal. HDP has the need for a CMAR (i) to provide planning, cost estimating and construction management services for the below 2022 planned projects, from conception, through the preconstruction (design) and construction phases; (ii) that is a licensed General Contractor; (iii) that is able to guarantee the cost of a given project; and (iv) that has significant experience with Tenant-In-Place ("TIP") rehabilitation. The CMAR must be able to provide cost and means and methods advisory services from conception through completion of the construction documents to the design team and HDP. The CMAR should not expect to have a developed set of plans from the Architect of Record ("Architect") before having to provide cost estimates for consideration by HDP. HDP will engage the Architect per project. Most of the Architects have been engaged as of the publication of this solicitation and the construction documents are in process so time is of the essence to select a CMAR. The CMAR will advise the Architect on means, methods and materials during the preconstruction phase, especially for those projects where the work will be TIP and will offer value engineering suggestions for consideration by the team. The CMAR will be responsible for all permitting activities, including paying the cost of all permits, within the schedule and budget set during the planning phase, and will obtain the materials and labor necessary to conduct the work including, coordination with Mecklenburg County, the City of Charlotte, submission of all plans for approval by agencies having jurisdiction, bidding of any necessary subcontractors and oversight as the work is conducted. The CMAR must have experience with completing projects TIP and with projects funded by the North Carolina Housing Finance Agency ("NCHFA") through the Low-Income Housing Tax Credit ("LIHTC") and tax-exempt bond programs. All funding has been identified and the projects are planned to commence and substantially complete in the 2022 calendar year. Note that the budgets are estimates based on the best information available to HDP and will be adjusted once the successful CMAR is on board.
