Site work for a water / sewer project in Hampton, Tennessee. Completed plans call for site work for a water / sewer project.
The work is to be bid in one (1) Contract and consists of the following approximate quantities together with all necessary appurtenances. The MBE fair-share goal is 2.6% for construction and 5.2% for supplies, services, and equipment. The WBE fair share goal is 2.6% for construction and 5.2% for supplies, services, and equipment. The work to be performed under this Contract consists of the construction of approximately 11,000 linear feet of 4-inch water line, 14,000 linear feet of 2-inch water line replacement and approximately 500 new services to existing customers and other appurtenant work as shown on the Plans and described in the Specifications. It is the Owners intent that the bidder will not subcontract more than 25 percent of the work based on dollar value. All bidders must be licensed general contractors as required by the Contractor's Licensing Act of 1976 of the General Assembly of the State of Tennessee, and qualified for the type of construction being bid upon. Each bidder shall write on the outside of the envelope containing his bid (1) his contractor's license number, (2) the license expiration date, and (3) that part of the classification applying to the bid. If this is not done, the bid will not be opened. Bids shall be accompanied by a certified check or bid bond in an amount equal to five percent (5%) of the bid to insure the execution of the Contract for which such bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a Contract with Hampton Utility District, Carter County, Tennessee, within ten (10) days from the time he shall be notified of the acceptance of his bid, the said check or bid bond shall be forfeited to Hampton Utility District, Carter County, Tennessee, as liquidated damages for the failure to do so. Bidders shall be required to complete the Statement of Bidders Qualifications included in the Bid Package and submit said statement with their bid. If this is not included, the bid will be disqualified. The Statement of Bidders Qualifications shall be particularly reviewed for the following items: 1) The bidder shall submit a financial statement that demonstrates that he has the means to complete this contract. 2) The bidder shall submit a work history showing the satisfactory completion of two recent technically similar projects with a value of $500,000 or more. 3) The bidder shall submit an affidavit stating that he as a company has a drug and alcohol testing program at least as stringent as that of the program operated by the governmental entity. All as required by the Tennessee Drug-Free Workplace Act. A copy of the Owners program is available for review at either the Owners office or the Engineers Office. Davis-bacon Act and American Iron and Steel Requirements This project is being funded by a State Revolving Fund loan on or after 2015 EPA Fiscal Year. The loan recipient must be in compliance with all applicable Davis-Bacon Act and American Iron and Steel requirements. Disadvantaged Business Enterprises (DBE) Requirements Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a State Revolving Fund (SRF) loan from the State of Tennessee. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the SRF Loan Programs Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. Special Notice to Disadvantaged Business Enterprises (DBE) Firms All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub-contractor, professional service provider, supplier, or equipment vendor are encouraged to contact Ms. Marilyn Robinson at the Nashville Minority Business Center office listed above to review bidding/contract documents. Qualified Disadvantaged Business Enterprises (DBE) firms may also contact Mike Callahan, P.E., 108 East Commercial Avenue, Monterey, Tennessee 38574, at 931-839-2350, in order to obtain a list of prospective bidding General Contractors or to obtain copies of bidding/contract documents. The work to be accomplished under these specifications consist of the furnishing of all labor, materials, equipment, and services necessary for the construction of Water Works, Contract I, Water Lines, for the Hampton Utility District, Crater, County, Tennessee. The work to be performed under this Contract consists of installation of approximately: 11,000 Linear Feet of 4-inch Water Lines 14,000 Linear Feet of 2-inch Water Lines 500 Replacement Service Lines and other appurtenant work. The successful bidder or bidders will be required to furnish an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the Contract price. The construction time for this Contract shall be 210 calendar days. Liquidated damages in the amounts set out in the Specifications and Contract Documents will be assessed for failure to complete the work within the contract completion time as specified herein. The Owner reserves the right to reject any and all bids, and to waive any informalities, and to negotiate with any and all bidders. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
