As of September 8, 2022, an architect has been selected for the project. A firm timeline for construction has not been disclosed. *The closed solicitation has been included below for reference: State of Delaware, Office of Management and Budget (OMB), is soliciting letters of interest from Architectural/Engineering firms for Department of Natural Resources and Environmental Control (DNREC) - The Richardson and Robbins Building - Mechanical Upgrades. The DNREC Richardson and Robbins Building is located at 89 Kings Highway, Dover, DE 19901. It houses the Office of the Secretary and associated staff, as well as office and work space for several DNREC Divisions. The building is spread over a large footprint with both one and two-story areas and is approximately 105,000 square feet. The project will consist of performing various mechanical upgrades to the building, including, but not limited to, replacement of three (3) rooftop air-handling units, replacement of the cooling tower, replacement of the boiler, replacement of the pneumatic HVAC control system, and replacement of the sanitary sewer main. The successful firm will provide all necessary architectural and engineering services necessary for this work to include design, procurement, and construction administration. The successful firm will be required to provide specific services including, but not limited to: Assess the current conditions and needs of the entire building space with regards to airflow and heating/cooling capacity of the system in order to provide recommendations for equipment design and replacements. Develop a coordination plan to achieve the work while keeping the building in operation. Develop construction cost and schedule estimates for all work. Develop design documents and bid package(s) needed to select a contractor to execute the work. Construction administration and oversight for the duration of construction. Responses will be posted by Tuesday, September 21, 2021 Responses shall include: * demonstrated experience with projects of similar nature * organizational structure (personnel) established for the project including sub-consultants and previous experience (frequency) working with them * defined approach firm/team will implement * knowledge of sites and project requirements * geographical location of main or branch office that will be assigned the project * familiarity with public works (including work in the State of Delaware, the Delaware Code and other local requirements) * fees received by the firm for State of Delaware public works projects in the last five years (include breakdown) All information shall be submitted on GSA Forms 254/255, SF 330 format or equivalent. Respondents are reminded that the project engineer and architect for this work must be registered in the State of Delaware. Selected firms who reply will be given notice of times and dates for scheduled interviews. Facsimile submittals are not acceptable. The Method of Contractor Selection has not been determined at this time.
