The City and County of San Francisco, through the SFPUC, seeks responses to a Request for Qualifications ("RFQ") from certified General Engineering Contractors("A" License) interested in performing tree services and maintenance work in or near various locations within Hetch Hetchy Water and Power Project area and other San Francisco Public Utilities Commission ("SFPUC") Lands (including watersheds and rights of way) in Tuolumne, Mariposa, Stanislaus, and San Joaquin counties. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. The objective of the project is to improve safety and reduce fire risk by providing as-needed tree removal and vegetation maintenance services on short notice at locations within Hetch Hetchy Water and Power Project area and other SFPUC Lands (including watersheds and rights of way) in Tuolumne, Mariposa, Stanislaus, and San Joaquin counties. The work will involve tree and plant management services related work at various locations on or near SFPUC property and rights of way and may include, but is not limited to: hazardous tree removal/pruning; log hauling; vegetation management (including mechanical/manual vegetation treatment and/or chemical vegetation treatment); emergency tree services; pruning of existing trees; roadside brushing; tree service related access work including roads etc., and related tree or plant maintenance work. During the course of the contract, there may be times that the firm will need access to a Licensed Timber Operator, D49 Tree Services Contractor, and/or a person/firm holding a qualified pesticide applicator license or qualified application certification. Bid discounts and rating bonuses may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement will be 5% for each Master Agreement. Both San Francisco Small & Micro-LBEs and SFPUC-LBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The Subcontracting Participation Requirement is established in consideration of the large amount of specialty work which will require a Licensed Timber Operator working in remote areas around high-voltage power lines. Applicant's attendance at this conference is worth 15 points toward Chapter 14B "Good Faith Outreach" requirements. Applicants must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the "Good Faith Outreach" requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code.
