Washington County, Oregon is requesting proposals from qualified firms to conduct a comprehensive update to the County's Multi-Jurisdictional Hazard Mitigation Plan. The County may reject any proposal not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all proposals upon a finding by the County it is in the public interest to do so. The Washington County Board of Commissioners reserves the right to reject any and all proposals and to waive any and all informalities in the best interest of the County. Washington County is requesting proposals from qualified firms to: Develop a written work plan and schedule that implements this Scope of Work Serve as the primary contact for information about the Natural Hazard Mitigation Plan update process and required content Serve as a technical advisor to the project staff of each Participating Jurisdiction regarding the development of required content, deconflicting plan components, and etc. Provide plan development support to the Participating Jurisdictions through training and coaching sessions, conference calls, emails, e-meetings, in-person meetings, and completion of plan update tasks. Provide planning resources to the NHMP Steering Committee and Technical Committees such as manuals, templates, tools, plans, and GIS and other data that will support the update of the NHMP. The Contractor will retain and submit to the NHMP Steering Committee all planning documentation from meetings, workshops, and other correspondence it receives from the Partner Jurisdictions and Technical Committees. Coordinate and assist with public engagement strategy development, facilitate discussions in public meetings, compile and integrate public feedback and suggestions, and assist with analysis and reports. Communicate project status with the Project Manager a minimum of once per month. Facilitate and support meetings and workshops including at least the following: Initial meeting with the Project Manager. A project kickoff workshop for the NHMP Steering Committee and Technical Committees. Two joint Steering Committee/Technical Committee workshops. Planning meetings of each Participating Jurisdictions to document the Community Profile, Hazard Identification and Risk Assessment, Mitigation Action Items, and Plan Implementation. As assigned by Steering Committee members, develop and support presentations for community meetings and events. The number of community meetings is to be determined but will be enough to provide ample opportunities for public input. Public feedback will be considered in each section and integrated into the final plan. Other meetings and workshops as identified by the Steering Committee to meet requirements of the project. A final closing workshop. Perform analysis and plan crosswalks including crosswalks from NHMP to CWPP, DLCD Goal 7 to Washington County Comprehensive Plan Section 8, and each Participating Jurisdiction's appendices to other applicable documents. Author the drafts and make accessible to the Steering Committee a complete and final NHMP in an online, un-editable .pdf version and an editable MS Word version. The final NHMP produced by the contractor will be used by each Steering Committee member to present to their board for adoption and will be used for FEMA approval. Provide a server or cloud collaboration platform accessible by all County and partner jurisdiction staff for the hosting and sharing of working drafts and other project documents. Security must meet or exceed County ITS security requirements for online platforms. Provide an online meeting service usable by all participants including County, Partner Jurisdictions, and the public for use during meetings and public engagement. Provide a GIS technician to create all maps, transfer all maps and layer files to jurisdictions upon completion of project, coordinate data collection, conduct GIS and GPS analysis, and complete spatial modeling. The GIS technician will gather and use data from the Participating Jurisdictions, DOGAMI, and other sources in support of identifying natural hazards, identifying risks to persons and property, and development of mitigation projects. GIS services will include advanced mapping and analyses using ESRI/GIS products and plug-ins (ArcGIS, Spatial Analyst, and other tools) to provide accurate projections of selected areas. The term of the contract will be effective for the period through and including December 31, 2023, with an option to renew for an additional two - one year periods. The maximum term of the contract will be five years. Award by Board of Commissioners:November 2021 Anticipated Contract Start Date:January 2022 Convene Steering Committee and Begin Project:February 2022 Final Draft Due to NHMP:December 30, 2022 Delivery: A proposer must deliver a protest of specifications to the County in writing no later than seven (7) calendar days prior to the proposal due date as follows: Specification Protest Proposal#: 2021.098-RFP Washington County Procurement Division ATTN: Procurement Manager 155 North First Avenue, Suite 270 MS 28 Hillsboro, Oregon 97124-3072 Content: A proposer's written protest must include: A detailed statement of the legal and factual grounds for the protest; description of the resulting prejudice to the proposer; and a statement of the form of relief requested or any proposed changes to the specifications. County Response: The County may reject without consideration a proposer's protest received after the deadline established for submitting protest. The County shall provide notice to the applicable proposer if it entirely rejects a protest. If the County agrees with the proposer's protest, in whole or in part, the County shall either issue an addendum reflecting its determination or cancel the solicitation. Extension of Closing: If the County receives a written protest from a proposer in accordance with this rule, the County may extend closing if the County determines an extension is necessary to consider the protest and to issue addenda, if any, to the solicitation document. Judicial review of the County's decision relating to a specification protest shall be in accordance with ORS 279B.405. The method of contractor selection has not been determined at this time.
