Connecticut River Bridge Project, Seeking Construction Management Services. PROJECT SCHEDULE The total duration of Construction Management Services is estimated to be sixty-four (68) months. Nine (9) months for the pre-construction phase services, fifty-five (55) months for the construction phase services, and four (4) months for the close-out phase services. Amtrak seeks to engage a professional firm to provide construction management services for the replacement of the Connecticut River Bridge located in Old Lyme and Old Saybrook, CT on Amtrak's Northeast Corridor. The firm shall have experience and expertise in the management or construction of movable bridge structures and the ability to provide personnel experienced and qualified in movable bridge projects. Hardesty and Hanover LLC, under contract with Amtrak, is the designer of record and have prepared the contract documents for the replacement bridge. The new structure will be constructed approximately 52' to the south of the existing bridge structure on a new alignment. This will allow Amtrak to maintain operations while the new structure is being constructed. The new bridge is a two-track trunnion bascule bridge with movable, steel through-truss trunnion. The total bridge length is 1,715' from abutment to abutment which is split up into 10 spans. The new movable span will provide a 150'-0" wide navigation channel and a 24' vertical clearance in the closed position as well as at least 90-foot vertical clearance when in the open position. The east and west approaches will require track realignment necessitating the construction of new embankments and retaining structures as well as armoring for 100-year storm protection. Track realignment will also affect all catenary and electrification structures as well as Communication and Signal relocation. The removal and replacement of a portion of the Ferry Landing State Park Boardwalk structure will also be required as part of the work The construction work for this project includes, but is not limited to, the following: o Installation of temporary facilities and temporary works such as access roads, temporary track crossings, FRA approved barriers, trestle system, etc. to accommodate construction and maintain traffic. o Removal and disposal of the existing bascule bridge, counterweight, and substructure. o Construction of new trunnion bascule span and approaches including all mechanical, electrical and control systems. o Construction of new embankments and retaining structures for approaches to bridge structure. o Provide rip-rap stone protection and retaining walls along the new embankments. o Removal and replacement of boardwalk structure. o Reconstruction of track, signal, communications and catenary facilities. Amtrak is seeking a Contractor with extensive knowledge, experience, competent personnel, and proven expertise for the following: The National Railroad Passenger Corp (Amtrak), is seeking professional services to provide materials, labor, and services necessary for the required CONSTRUCTION MANAGEMENT SERVICES for the Connecticut River Bridge Project. Please refer to the Scope of Work; CONN RIVER BRIDGE FINAL CM SCOPE_090321; for all requirements of the interested firms. Each firm is to provide a letter of interest by the date of 9/22/21, indicating your firms: o Experience and Qualifications Please provide examples of other projects of similar size, complexity, and scope. Please provide your firms qualifications to meet the requirements of the scope of work. Key Personnel Please provide resumes of your key personnel, listing their personal qualifications to manage a project of this size, complexity, and scope. Each firm will be evaluated based on the ability to meet the requirements of the scope of work. Those deemed qualified will be short-listed to the RFP phase. Those who are deemed unqualified will be notified and excluded from the RFP phase. Joint Ventures are allowed but all interested firms are required to have local presence around the project site to avoid unnecessary travel Existing contract holders of the Amtrak National Construction Management Master Service Agreements are not precluded from this solicitation. There is a 10-page limit to all Letters of Interest, which does not include resumes of key personnel. It is anticipated the RFP phase will commence 3-5 business days after the conclusion of the LOI phase
