Site work and new construction of a mixed-use development in Port Charlotte, Florida. Working plans call for the construction of a recreation facility; for site work for a recreation facility; 20,000-square-foot clubhouse / community center; clubhouse / community center; swimming pool; and swimming pool.
As of April 9, 2024, a construction manager has been selected and this project is in the pre-construction/negotiated status. Design development is in progress. It is anticipated construction will start mid December 2024 and end mid March 2026. *The closed solicitation has been included below for reference: Charlotte County is requesting proposals from qualified firms to provide professional Construction Manager (CM) at Risk services as part of a design and construction team, which includes various design and engineering consultants, stakeholders, and County staff. The project team will be led by the County Project Manager, Pedro Agosto The site is located at 4500 Harbor Boulevard, Port Charlotte, Florida. The new facility is estimated at 20,000 square feet with final design determining the proper size within budget. Site lies within a residential community. Existing facility to remain in operation until transfer into new facility, then demolished. Provide utilities to the site. The building delivery method is Construction Manager (CM) at Risk. Qualifications-based selection will be used in choosing the contractor. The selected firm will fully participate with the design consultants and County team delivering all project construction activities while providing independent user-ready facilities within scope and project budget. The building program shall generally consist of, but are not limited to, the following elements: Single building to include one (1) large meeting room for approximately 250 people, one (1) small meeting room for approximately 100 people, one (1) classroom room for approximately 50 people. Functional area to include catering kitchen to support all meeting rooms, storage for all functional areas. Outdoor gathering space. Restrooms for all meeting and functional areas. Supervisory and general offices/storage rooms. Emergency generator transfer switch capacity. All related site work associated with the project. This may include site and security lighting, signage landscaping and irrigation, storm water management systems, and utility services and extensions. A public pool and associated infrastructure may be added as a future phase under this contract. The successful construction management services will be conducted in two (2) Phases, pre-construction and construction management, for this project. The project shall meet all applicable building codes, including barrier free design. The building will be designed and constructed as an essential facility and will not need to be hardened beyond the hurricane rated impacts required by applicable building codes. The facility will utilize integrated building automation systems. Design and construction shall consider life-cycle costs, long-term maintenance, energy conservation, and long-term operational costs. The project will utilize Building Information Modeling (BIM) protocols during the design and construction. The design and construction will utilize sustainable building practices, comparable to Leadership in Energy and Environmental Design (LEED) or similar rating system principles, without pursuing any certification levels. There will not be a Pre-Submittal Conference for this project. Please send all questions to my email address below. Proposers may submit written, emailed inquiries regarding this RFP to Purchasing, 18500 Murdock Circle, Suite 344, Port Charlotte, Florida 33948. The County will respond to written, or emailed inquiries received at least five (5) calendar days prior to the RFP due date. Proposals received after the established deadline will not be opened. Proposers may withdraw their proposal by notifying the County in writing at any time prior to the due date. Proposals not so withdrawn shall, upon opening, constitute an irrevocable offer for a period of 120 days to provide Charlotte County the services set forth in these specifications until one of the proposals has been accepted by the Board of County Commissioners. Upon opening, proposals become "public records" and shall be subject to public disclosure in accordance with Chapter 119, Florida Statutes. The total project budget for the design, construction, site work, furniture, fixtures and equipment, and all fees is $10,000,000. The design portion of the budget is $800,000. The design and permitting shall be completed within 425 calendar days from the date of the issuance of the design contract. The construction shall be completed within 365 calendar days from the notice to proceed date. Shortlist Confirmed.
