Site work and asbestos abatement for an educational facility in Lewes, Delaware. Completed plans call for site work for a educational facility; and for asbestos abatement for a educational facility.

All required activities must be started on or about March 1 and May 15, 2022 which is contingent upon moving the occupants and contents from the building prior to asbestos abatement. Substantial completion of the project must be achieved within ninety (90) calendar days after a Notice to Proceed is issued. The project time period will begin on the first day of contractor site activities. The Owner desires that all work be completed as soon as possible without the addition of overtime hours. The Contractor shall start and complete the project in this desired sequence: a. Start and complete asbestos abatement activities in one section of the building as shown on the drawings prior to starting anothersection with the exception of break-in points. This will allow for the systematic removal of asbestos without the risk of cross contaminating the entire building if a containment breach would occur. b. Perform the work in a manner to preserve access to potable water and electrical power supplied to the contractor by the owner. c. Exterior fire doors and roof work shall be removed as the last activity on the project. The Work consists of the removal of asbestos-containing materials as listed on Tables 1 and 2 of these specifications and shown on the drawings. The work also requires the Contractor to complete all break-in points throughout the buildings to inspect within ceilings, walls and floors. Work areas are shown on the drawings for work described in this specification. The work also includes the removal of assumed asbestos-containing materials which were inaccessible during the asbestos building inspection. The work also requires the removal of non-asbestos-containing building materials to access asbestos-containing materials. This work is being performed in preparation for demolition of the building. All asbestos-containing materials and assumed asbestos-containing materials must be removed on this project. The Contractor shall comply with all current requirements, procedures, standards, ordinances and regulations according to all Federal, State, County, Municipal, and local authorities including, but not limited to, 40 CFR 763, 40 CFR 61, 29 CFR 1910 and 29 CFR 1926. Prevailing Wage Rates: Current State of Delaware Prevailing Wage Rates are in effect. Wage rates are provided in the specification. The project is in Sussex County. (Part II., General Specifications) Liquidated Damages: The Contractor shall pay liquidated damages at the rate of $ 2,000.00 per calendar day ifsubstantial completion is not achieved within the work period as listed. Any possible COVID-19 restrictions affecting the bid opening will be announced prior to the bid due date. The work consists of the removal of positive and assumed asbestos-containing materials on the interior and exterior of the school building in accordance to the bidding documents. Each prospective bidder must be represented by a full-time employee of that company. Attendees may not represent more than one company. Due to potential COVID-19 restrictions, as a minimum, each attendee shall ware a mask and observe social distancing guidelines. Also, any additional COVD19 requirements must be followed during the site visit. Prevailing Wage Rates, as described by Delaware Law, must be adhered to where applicable. The bids may not be withdrawn for a period of sixty (60) calendar days after the scheduled closing time for receipt of bids. A bid bond is required. A performance bond and payment bond is required if the based bid is greater-than $ 50,000.00. The Contractor shall maintain a drug testing program during the term of the contract in compliance with Delaware Regulation 4104. The Cape Henlopen School District may extend the time and place for the opening of bids from that described in the advertisement on not less than two (2) calendar days' notice, by certified delivery, facsimile machine, or other electronic means to those bidders who obtained copies of the bidding documents. The Cape Henlopen School District reserves the right to waive irregularities and reject any and all bids.
