Site work, paving and renovation of an elderly care / assisted living facility in Cookstown, New Jersey. Completed plans call for the renovation of a elderly care / assisted living facility; for site work for a elderly care / assisted living facility; and for paving for a elderly care / assisted living facility.

The proposed work includes the construction of a handicapped parking area (asphalt or concrete) adjacent to the Senior Center located at 5 Cookstown-Browns Mills Road. The project also includes concrete work, the repair and coating of an existing concrete handicapped ramp and the installation of an automatic door opener. This Contract is subject to US Department of Housing and Urban Development community Development Block Grant Program Regulations and Federal Labor Standards provisions. Each bid must be accompanied by a Non-Collusion Affidavit, an Ownership Disclosure Form, State of New Jersey Business Registration Certification, and a proposal guarantee in the form of a certified check or bid bond in an amount not less than ten percent of the Total Price Bid in the proposal; except that when the Total Price Bid is $200,000.00 or more, the amount of the proposal guarantee shall be $20,000.00. In no case shall the guarantee be less than $500.00. The proposal guarantee must be in the form of a bid bond, or certified check, or cashiers check or a combination thereof, and must be drawn to the order of New Hanover Township, and must be delivered at the place and by the hour named. Proposals received after the designated time shall be deemed unresponsive and shall not be opened. The successful bidder will be required to furnish a satisfactory Performance bond in the sum of the full amount of the contract. All proposals submitted by corporations or partnerships shall list names of stock-holders in accordance with P.L. 1977, C.33. Bidders are required to comply with the requirements of P.L. 1975, c. 127, N.J.S.A. 10:5 31 et seq. and N.J.A.C. 17:27 1 et seq. (Affirmative Action Law). Bidders are required to comply with the requirements of P.L. 2004, c.57 (Business Registration Act). Bidders are required to comply with the requirements of P.L. 2003, c.91 (Public Works Contractor Registration Act). The Township of New Hanover reserves the right to reject any or all bids and to waive any insignificant defect or informality in any bid should it be in the interest of the Township to do so. This Is a Section 3 Project of the Housing and Urban Development Act of 1968, and, to the Greatest Extent Feasible, Opportunities for Training and Employment Must Be Given to Low and Moderate Income Persons Residing Within the Project Area; the Project Must Utilize Businesses Located in or Owned in Substantial Part by Persons Residing Within the Project Area. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. This project is being funded by a Community Development Block Grant (CDBG). Drawings, Specifications, and Contract Documents for the proposed work, prepared by Environmental Resolutions, Inc., Consulting Engineers, have been filed in the Office of the Township Engineer at 815 East Gate Drive, Suite 103, Mount Laurel, New Jersey, 08054, and may be inspected by prospective bidders during normal business hours. Proposals must be made on the standard Proposal Form, in the manner designated therein and required by the Specifications. The work of this Contract shall commence within seven (7) calendar days after the issuance of the Notice to Proceed and shall be completed and ready for final payment no later than November 24, 2021. It shall be the Contractors responsibility to inform the Engineer seventy-two (72) hours in advance of construction start. The Contractor shall furnish a Performance and Payment Bond in an amount at least equal to the Contract Price.. The contractor shall file with the Owner an approved general maintenance bond for two (2) years in the amount of 15% ofthe cost of construction.
