Project Category Code: Water/Wastewater Infrastructure, Water and Wastewater Facilities Description: The Work shall be completed under one Contract and consists of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following primary components: o Replacement construction within the facility's Preliminary Treatment Building to include: o Continuous belt screen o Cyclone degritter system o HVAC system upgrades o Demolition and removal of necessary items to accommodate the above facilities and appurtenances o Retrofit construction within the facility's Main Building to include: o Tertiary and wet weather cloth media filtration system o Process piping modifications o Sludge pumping and piping upgrades o Ancillary chemical delivery systems o Electrical and Lighting upgrades o Associated civil/site, utility, and stormwater work o Demolition and removal of necessary items to accommodate the above facilities and appurtenances o Construction of a new Sludge Storage Building will include: o Sludge storage tank o Associated civil/site, utility, and stormwater work o Demolition and removal of necessary items to accommodate the above facilities and appurtenances o Testing of items and systems as outlined by the Contract Documents o Controls and SCADA programming Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the City of Ely.Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents. No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to the Bidder. Bidders on this Work will be required to comply with Title 40 CFR 35.3145(d). Bidders on this work will be required to comply with the President's Executive Order No.11246, as amended. The requirements for Bidders and Contractors under this Order are explained in the specifications. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner. No Bidder may withdraw their bid for a period of sixty (60) days after the bid opening. Project Description a.
