Site work and paving for a mixed-use development in Benbrook, Texas. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
This project consists of the construction of approximately 7,349 square yards of 7" concrete pavement, 848 square yards of 4" concrete sidewalk, 235 square yards of 6" concrete driveway, and an underground storm drain system consisting of 18" thru 42" RCP pipe for the New Vista Way / Winbrook Drive. The project also includes a 110 linear foot bore under the Union Pacific Railroad for a storm drain outfall consisting of a 48" steel casing and 36" PVC carrier pipe with the required monitoring. Also included is the construction of approximately 1,966 square yards of 12" concrete pavement (CRCP), 3,926 square yards of 5" colored / textured concrete median and 1,581 square feet of MSE retaining wall to add turn lanes and a raised median to US 377 (Benbrook Blvd.) Because some of the construction will be in TxDOT right-of-way, both TxDOT and City of Benbrook (NCTCOG) specifications will govern. All questions regarding this project must be submitted to the engineer via electronically by the end of the day Monday September 27, 2021. Bidders must submit, with their bids, a cashier's, or certified check in the amount of five percent (5%) of the maximum amount bid, payable without recourse to City of Benbrook, Texas, or a Proposal Bond in the same amount from an approved Surety Company (according to the latest list of companies holding certificates of approval by the State Board of Insurance under 7.19-1 of the Texas Insurance Code) as guarantee that the Bidder will enter into a contract and execute bond and guarantee forms provided within ten (10) days after award of contract to their company. The successful Bidder must furnish Performance and Payment Bonds each in the amount of one hundred percent (100%) of the contract price from an approved Surety Company. (An approved Surety Company being a company holding a permit from the State of Texas, to act as Surety, and being acceptable according to the latest list of companies holding certificates of approval from the State Board of Insurance under 7.19-1 of the Texas Insurance Code.) A maintenance bond will also be required for 100% of the contract amount and for a term of two (2) years. The successful Bidder must also be able to show evidence that it is authorized to do business in the State of Texas prior to executing the contract. This project will be bid on a Unit Price basis. The prices per unit must be stated in both script and figures. In case of ambiguity or lack of clearness in stating proposal prices in the bid, the City reserves the right to consider and adopt the most advantageous construction thereof, or to reject any or all bids. No bid may be withdrawn within ninety (90) days after date on which bids are opened. The City reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if City believes that it would not be in the best interest of theProject to make an award to that Bidder, whether because the Bid is not responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by City. Compliance with the criteria set forth in these bid specifications will be considered to establish whether any bid is responsive or responsible. City also reserves the right to waive informalities not involving price, contract time or changes in the Work with the Successful Bidder. Discrepancies between the multiplication of units of Work and unit prices will be resolved in the favor of the unit prices. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. Discrepancies between words and figures will be resolved in favor of the words. Any or all bids will be rejected if City has reason to believe that collusion exists among the Bidders, Bidder is an interested party to any litigation against City, City or Bidder may have a claim against the other or be engaged in litigation, Bidder is in arrears on any existing contract or has defaulted on a previous contract, Bidder has performed a prior contract in an unsatisfactory manner, or Bidder has uncompleted work which in the judgment of the City will prevent or hinder the prompt completion of additional work if awarded. The City may consider the criteria listed in this subsection to determine whether any bidder or any bid is responsive or responsible. Only original signatures will be accepted. Bidders are expected to inspect the site of the work and to inform themselves regarding local conditions under which the work is to be performed. At the request of the City, the successful bidder must provide proof that he has performed work of similar nature and dollar amount within the past five (5) years as specified in the Special Specifications. Attention is called to the provisions of the Act of the 43rd Legislature of the State of Texas and subsequent amendments concerning the wage scale and payment of prevailing wages specified. Prevailing wage rates will be established by City of Benbrook for this project. All Bidders must comply with the rules and regulations for the Americans with Disabilities Act of 1990.Project to make an award to that Bidder, whether because the Bid is not responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by City.
