St. Clair County, Illinois, through the Public Building Commission, hereby gives notice that sealed bids will be received from bidders for the 2021 Pavement Repairs Project at MidAmerica St. Louis Airport. St. Clair County promotes equal opportunities and encourages participation by Disadvantaged Business Enterprise and Small Business firms. Questions must be directed in writing as detailed in the Instructions to Bidders. This project includes pavement repairs across the entire airfield and on Airport Blvd. leading in to the airport. Questions regarding bids shall be directed to Contract Administrator, Alice Tejada, by email at alice.tejada@flymidamerica.com. Deadline for questions is 2:30 p.m., Tuesday, October 4, 2021. Prospective bidders who desire to submit a bid as a prime contractor must be prequalified under categories 2 - PCC Paving and 5 - HMA Paving with the Illinois Department of Transportation or submit qualifications and examples of recent work with the bid documents. BID GUARANTY: No bid will be considered unless accompanied by a certified check or cashier's check on any bank or trust company insured by the Federal Deposit Insurance Corporation, payable to the OWNER, for not less than five (5) percent of the total amount of the Bid, or by a Bid Bond secured by an approved surety or sureties, payable to the OWNER, for not less than five (5) percent of the total amount of the Bid in accordance with the Instructions to Bidders. The bid deposit shall be separate from the bid guaranty. The owner has established a contract performance time of thirty (30) calendar days from the date of the Notice-to-Proceed. All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed in the project manual. The successful bidder will be required to furnish separate performance and payment bonds each in an amount equal to 100% of the contract price at the time of contract execution. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 45 days after the scheduled opening of the Bids without the consent of OWNER. BID REJECTION: OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding, or to accept the Bid or Bids, which best serves the interests of OWNER. LEGAL PROVISIONS: CONTRACTORS and Subcontractors shall conform to the "Public Works Preference" Act (30 ILCS 560/1, et. seq.) STATE WAGE REQUIREMENTS: CONTRACTORS shall be required to pay not less than the prevailing wage rates on the project as established by the State of Illinois, Department of Labor. Additional Provisions: Modification to the project documents may only be made by written addendum by the Owner or Owner's authorized Representative. The bid must be made on forms provided within the electronic version of the project manual. The Bid Form must be printed and submitted as part of the contractor's bid. Bidders must supply all required information prior to bid deadline indicated.
