PROJECT: CM/GC- T201607403 BHOS-N028(4) The Delaware Department of Transportation (DelDOT) is accepting Statements of Qualifications (SOQs) in response to this RFP from qualified firms interested in providing CM/GC services to DelDOT for this project. The CM/GC process is a unique method used to accelerate project delivery. In the CM/GC process DelDOT hires an experienced, qualified contractor to provide feedback during the design phase before the start of construction. Submit a Performance and Payment bond for 100% of the accepted PCP Questions regarding this project are to be e-mailed to dot-ask@delaware.gov no less than six business days prior to the proposal opening date in order to receive a response. Please include CM/GC in the subject line DEDOT - RFP CM/GC - Replacement of BR 1-684 on N028 South Heald Street The Replacement of Bridge 1-684 on N028 South Heald Street project was initiated through DelDOT's Bridge Management System. Bridge 1-684 is a 608-foot long 21-span viaduct comprised of multiple 5-span continuous deck sections with a single-span steel beam bridge over Norfolk Southern Railroad. The bridge was built in 1942 and was rehabilitated in the 1990. An inspection and evaluation of the existing bridge was performed by AECOM in 2017 and determined that the bridge should be replaced. The proposed improvements include replacing the existing bridge with a new bridge meeting today's geometric and structural design standards. The new bridge will require aesthetic considerations in accordance with the Section 106 process for historic structures and will be shorter in length to reduce the amount of vacant land under the bridge that has become a security concern. Additional project scope items are listed below. - Drainage improvements located within the north and south approaches to the bridge structure along South Heald Street and along portions of D Street just east of the intersection of Heald Street and D Street. - Resurfacing of approximately 3,000 LF of South Heald Street from the intersection with Rogers Road to the intersection of Garasches Lane. - Full-depth pavement reconstruction of approximately 600 LF of South Heald Street immediately adjacent to the north and south approaches to the bridge structure and along approximately 250 LF of D Street. - One (1) new, two-span, steel girder bridge crossing the connector ramp to New Castle Avenue, the 72" CRFM, and Norfolk Southern Railroad. Construction to consider utilization of ABC techniques/longitudinal launching of girders to erect Span 2. - Temporary erosion and sediment control and drainage, to treat proposed surface runoff. - Aerial and underground utility relocations will be completed by utility companies along South Heald Street. New Castle County and/or City of Wilmington owned facilities, however, will be the completed by the CM/GC. - On and off structure lighting. - Incorporation of aesthetic features including, but not limited to, form-liners and ornamental lighting
