The owner has determined a prequalified list of construction managers. Council Consideration to review and approve the design concept for the Cultural Arts Center - Presented by: Frederick Gardiner, Brecca Carter, Heather Hubble, Carl Trevathan ______________________________________________________________ Request For Qualifications will be received by the City of Stockbridge, Georgia from prospective Proposers for the City of Stockbridge, Georgia's "Cultural Arts Center". The City of Stockbridge (the City) requests Qualifications from Construction Management at Risk (CMAR) firms for the Construction of a new Cultural Arts Center. Upon completion of a review of Qualifications received, Qualifications will be reviewed and evaluated by the City of Stockbridge selection team. The selection team will rank the responses in the order of most advantageous to the City, taking into consideration the evaluation factors set forth in the RFQ. The evaluation factors shall be the basis on which the final selection / award decision is made. Any questions pertaining to the requirements of the Contract Documents and Technical Specifications, either procedural or technical, shall be in writing and are to be submitted to the City of Stockbridge; Attention: Lindell Y. Miller, CPPO via email at ProcurementDivision@cityofstockbridge-ga. gov by Time on Day, Date, Reference: "City of Stockbridge, Georgia's "Cultural Arts Center - RFP# 2021-0013" The deadline for questions was Friday, February 18th, 2022. (12:00 noon, EDT) Upon completion of the evaluation process, the City will contact all Proposers; those most qualified may be interviewed or enter into discussions toward Project award. The City intends to enter into a single Construction Management At-Risk (CMAR) contract with a qualified firm to perform the scope of service to be outlined in the RFQ. The City is employing a two-step qualification/competitive selection process to retain a CMAR firm or team to perform the work. Step One (1) of the process will result in the City selecting no fewer than three firms it determines to be most qualified to perform the work. Step Two (2) of the process will be for those firms deemed most qualified to submit competitive technical, cost and schedule proposals for the City's consideration in negotiating and awarding a contract. Responses to Step Two (2) will be evaluated based on the criteria to be published in the Request For Proposal Step Two (2) Scores/points/ranking will not be carried over from the Step One (1) evaluation The City intends to design and develop a new Cultural Arts Center. The CMAR awarded firm will provide preliminary evaluation of the Owner's program, schedule and construction budget requirements, providing a conceptual estimate of costs and probable timeline for construction based on the concept and schematic design documents; Assign a Preconstruction Manager supported by an estimating staff to manage the value side of the design process; Continuously review the design documents as they are developed to identify elements that are outside budget parameters; Review the design documents as they are developed and make recommendations related to best practices for product selection, construction details, construction means and methods, etc.; provide full construction budget updates at the end of the Design Development phase and make recommendations for value engineering to overcome potential budget issues; identify and present a comprehensive list of subcontractors, vendors, and trade partners that shall be pre-qualified to assure a comprehensive and competitive bidding process; identify building components that may require procurement prior to establishing a Guaranteed Maximum Price (GMP). The successful bidder will be required to furnish a contract Performance Bond and a Payment Bond, each in the sum of one hundred percent (100%) of the total amount bid and provide insurance coverage as required in the Contract Documents.
