The new station will be a regional rail transit station on the Red Line, located on the east side of Q2 Stadium on Delta Drive. It will provide better access to Q2 Stadium and the North Burnet area and feature connectivity from Q2 Stadium, Delta Drive and Braker Lane. The station will include two passenger platforms with a special event platform and a shared use path to provide increased mobility and transit options for the area. Canopies, bike racks and a ticket vending machine are also included in the McKalla Station construction. The Red Line currently runs from downtown, through central and northwest Austin, as well as Leander. The event is planned for Monday, July 18, at McKalla Place. City of Austin, Travis County and transportation leaders from the Austin-Travis County area are expected to be in attendance. The station on the Capital Metropolitan Transportation Authority's MetroRail Red Line will have two regular platforms and a special event platform, and will be located near Delta Drive, KXAN News reported. It will be called McKalla Station and is expected to open in late 2023. It's one of the most visible changes coming to the Red Line, the only rail line operated by Capital Metro. The line is also getting double tracking for high frequency service, according to KXAN. Another Capital Metro train station is also rising nearby, at the $3 billion Broadmoor redevelopment. Groundbreaking was held in January and construction is expected to wrap up in early 2024, Community Impact reported. Capital Metro approved a financing agreement in May 2021 to build and maintain a rail station at Q2 Stadium, home of Austin FC. The stop would be called McKalla Place. Construction on McKalla Place is expected to start this year and cost $24 million. ____________ Project no-20049 0The Capital Metropolitan Transportation Authority is requesting the services of a Design-Build Team to provide final design, permitting, phasing, construction, testing, start-up, and commissioning services to assist the Authority in delivering the McKalla Passenger Rail Station. A particular focus on schedule, budget, quality, safety, energy efficiency, cost of maintenance and operation, sustainability, maintaining uninterrupted train service during construction, and the unique conditions associated with crowd control and safety related to the adjacent major league sports stadium, are key project objectives for the Authority. Capital Metro services include bus, ride-share programs, special event services, special transit services for the mobility impaired, commuter rail services, and maintenance of limited freight rail corridors. b) The Red Line is the Capital Metro's sole commuter rail service which began operations in 2010. This rail service includes nine stations along its 32-mile route and utilizes diesel multiple units (DMUs) manufactured by Stadler. The Red Line terminates at the existing Downtown Station located in the 4th Street right-ofway (ROW) between Trinity Street and Neches Street. c) Capital Metro proposes to construct a new MetroRail Red Line station in north Austin, adjacent to the new Austin FC Major League Soccer (MLS) Stadium (known as Q2). The proposed McKalla Station is located on the rail corridor, approximately 800 ft south of Braker Lane, in Travis County (Exhibit 1). d) The station will serve as a key transit option for stadium customers and serve the greater community as an expanded daily service for the MetroRail Red Line. The project is an essential part of addressing the transportation and mobility needs of the Austin community, thereby increasing people's access to entertainment, jobs, and services in a reliable, safe, and convenient manner. The station is anticipated to provide access from other transportation modes, such as travel by foot, bicycle, active transit modes, other public transit, or car. Large residential areas exist to the east of the proposed station, and major commercial, retail, and university areas in the vicinity. e) Capital Metro is requesting the services of a Design-Build ("DB") Team to provide final design, permitting, phasing, construction, testing, start-up, and commissioning services to assist the Authority in delivering the McKalla Passenger Rail Station. A particular focus on schedule, budget, quality, safety, energy efficiency, cost of maintenance and operation, sustainability, maintaining uninterrupted train service during construction, and the unique conditions associated with crowd control and safety related to the adjacent major league sports stadium, are key project objectives for the Authority. f) In requesting the services of a Design-Builder, Capital Metro's goal is to leverage the advantages that a Design-Build team can bring to the project in regard to construction phasing and sequencing, coordination and integration with other construction contracts, advanced partial work packages, maintaining rail service during construction, and potential schedule advantages, among other things. The 30% preliminary designs represent Capital Metro's preferred design concepts, characteristics, and aesthetics which should be carried through final design by the Design-Builder. g) The construction site will be adjacent to the Q2 Stadium which will hosts events of over 20,000 attendees, including automobile, pedestrian, and bicycle traffic associated with attendees arriving and departing the Stadium. Safe and secure construction zones and construction operations is critical to public safety. h) Capital Metro has elected to separate the McKalla scope into multiple projects and deliver each of these using different project delivery methods ("mixed approach" delivery method) per the following general summary. The scope of this Design-Build contract is for Project 2: Passenger Station only
