Site work and paving for a mixed-use development in Highland, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

This project involves pavement rehabilitation including pavement grinding, cold central plant recycling (CCPR), pavement removal and replacement, and asphalt rubber overlay. It also includes minor removal and replacement of damaged concrete sidewalk, curb and gutter, and cross gutter: grinding raised sidewalk panels; slurry seal, crack repair, crack seal; adjusting valve covers to final grade, protection of manholes; and installation of striping and markings. Work 1s located within the City of Highland, in the County of San Bernardino, California. The scope of work for this project is as shown on the set of construction plans titled: Pavement Management Program -- Sector E Pavement Rehabilitation, Project No. str20001 as prepared by Engineering Resources of Southern California, Inc. No bid will be considered unless it is made on a proposal form furnished by the City Engineer. All proposals or bids shall be accompanied by cash or a check payable to the City of Highland, certified by a responsible bank, for an amount which shall not be less than ten percent (10%) of the grand total bid or by a bond for the amount over and above all statutory exemptions, or by a bond of an accredited surety company. The check or bond will be declared forfeited if the successful bidder refuses to enter into a contract within ten (10) working days following receipt of the contract from the City. In accordance with the provisions of Section 1770 of the California Labor Code, the Director of the Department of Industrial Relations has ascertained the general prevailing rates of per diem wages in the locality in which the work is to be performed. A schedule of prevailing wage rates as published by the California Department of Industrial Relations for the types of work to be done is provided with these specifications, is available at City Hall, and is also available at the Department of Industrial Relations.The Contractor shall post a copy of the DIR's determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR. Registration With the Department of Industrial Relations. In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. The successful bidder will be required to furnish a labor and materials bond and a faithful performance bond in the amount equal to one hundred percent (100%) of the contract price, such bonds to be secured by a surety company or surety companies satisfactory to the City Council of the City of Highland. For any monies earned by the Contractor and withheld by the City of Highland to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Sections 10263 and 22300 of the California Public Contract Code. Any contractor who is interested in submitting a bid shall be required to register as a document holder on the City's website above. This is to ensure that bidders receive notifications, such as addenda issued by the City. However, it is the sole responsibility of the bidder to follow up on the project bidding progress and to obtain all issued addenda. All bids received without signed Addenda Acknowledgement form will be deemed non-responsive and rejected by the City.
