Renovation of a residential development in Apple Valley, California. Design plans call for the renovation of a residential development.

Per the owner, as of April 13, 2022, an award for this solicitation was made on April 12, 2022. The owner states that a timeline for construction has not been determined. Closed solicitation has been included below for reference. ....................... The Town of Apple Valley (Town) is seeking to retain the services of a qualified and experienced architectural and/or engineering consultant (Consultant) to provide the professional and technical services required to design complete Construction Plans, Specifications, Engineer's Estimate (PS&E), and provide Construction Management Services for the Hilltop House Repurposing Project. The Apple Valley "Hilltop House" was constructed in 1957 by town founders Newton T. Bass and Bud Westlund on a 20.75 parcel (3112-181-01) now known as Bass Hill. The house and land, which provides panoramic views of the region, remains a prominent landmark that can be seen throughout much of Apple Valley. After multiple fires and, subsequent abandonment, the house, which was once used as an entertainment and conference center, has fallen into disrepair and was, ultimately, condemned. The substandard house and parcel were purchased by the Town in May of 2016 with assistance from a National Park Service grant through the Land and Water Conservation Fund. The following year, the Apple Valley Town Council adopted a Resolution placing the recently purchased Hilltop House property into the Town of Apple Valley Park system. While the property is not open to the public, residents and curious visitors still use the driveway as a hiking trail. Additionally, the fenced off building is frequently accessed and vandalized. The intent of this project is to preserve the look and feel of the original structure while providing additional outdoor recreational space and observation deck where visitors can, once again, enjoy panoramic views of the valley. As part of this project, the Town of Apple Valley intends to demolish the existing structure but preserve its historic appearance. To accomplish this task, we are seeking proposals from like-minded and licensed professionals or firms that share the Town's vision and desire to promote Apple Valley as a "Better Way of Life." The finished product will include providing a graded hiking trail utilizing the existing driveway, seating, educational kiosks, fall protection, and an observation platform and shade structure that resembles the look of the existing Hilltop House. The selected firm will manage all cradle-to-grave operations of the project to include, but not limited to, conceptual design, final PS&E, General Contractor procurement, and demolition and construction supervision. The method of contractor selection has not been determined at this time.
